The Haryana State Legal Services Authority (HALSA) successfully conducted its inaugural National Lok Adalat of the year this Saturday, achieving a remarkable feat by resolving an unprecedented number of legal disputes across the state. Under the expert guidance of Justice Deepak Sibal, a distinguished Judge of the Punjab and Haryana High Court who also serves as the executive chairman of HALSA, this initiative marked a significant step towards enhancing judicial efficiency and accessibility.

Statewide Coordination and Leadership

The Lok Adalat was executed simultaneously in all 22 districts and 38 sub-divisions of Haryana, ensuring comprehensive coverage. Justice Sibal took a hands-on approach by personally monitoring the proceedings throughout the state. He emphasized the importance of commitment and efficiency, urging the benches to maximize case disposal to further the goal of providing affordable and accessible justice to all citizens.

Acting on these directives, Jagdeep Singh, the district and sessions judge-cum-member secretary of HALSA, played a pivotal role in overseeing the operations. He utilized video conferencing to closely supervise the functioning of Lok Adalats and made a personal visit to the benches at the district courts in Panchkula. During his visit, he engaged with litigants and reviewed the proceedings to ensure smooth execution.

Impressive Outcomes and Case Statistics

According to official data released by the authorities, the Lok Adalat, including pre-Lok Adalat sittings, facilitated the disposal of an astounding 5,72,911 cases in just one day. This large-scale settlement has significantly alleviated the burden of pending cases in courts across Haryana, contributing to a more streamlined judicial system.

To manage this vast number of cases, a total of 177 benches were established across various courts. These benches addressed a diverse array of disputes, encompassing:

  • Civil cases and matrimonial matters
  • Motor accident claims and bank recovery suits
  • Cheque bounce cases and traffic challans
  • Compoundable criminal offences
  • Cases pending before Permanent Lok Adalats related to public utility services

Highlighting Mediation Success: A Matrimonial Dispute Resolution

One notable success story from the event underscores the critical role of mediation in resolving sensitive disputes. In the court of Rekha, the principal judge of the family court in Panchkula, a matrimonial conflict was amicably settled during the National Lok Adalat.

The couple, who had married in 2013 according to Hindu rites and are parents to two daughters, had approached the court due to marital discord stemming from misunderstandings and communication gaps. The case was filed under Section 13 of the Hindu Marriage Act, 1955. Recognizing the sensitive nature of the dispute and prioritizing the welfare of the children, the court referred the matter to mediation.

Through constructive and empathetic dialogue during the mediation process, the parties were able to resolve their differences and reach a mutually agreeable settlement. This outcome not only provided closure for the family but also exemplified how Lok Adalats can foster harmony and justice in complex personal matters.

The success of this National Lok Adalat in Haryana demonstrates a robust commitment to judicial reform and public service, setting a positive precedent for future initiatives aimed at reducing legal backlogs and promoting equitable access to justice.
