Haryana's Community Policing Initiatives Emerge as National Model for Public Engagement

Community policing programs implemented by the Haryana Police to enhance public participation are gaining recognition as an effective national model. These innovative initiatives are not only building stronger trust between law enforcement agencies and citizens but are also actively educating young people about legal frameworks, social responsibilities, and public safety measures.

Modern Policing's Vital Pillar

Director General of Police Ajay Singhal emphasized on Monday that community policing has become an essential component of contemporary law enforcement strategies. The Haryana Police is consistently introducing groundbreaking programs in this domain, with initiatives like the Student Police Cadet Corps, Cyber Rahgiri, Community Liaison Groups (CLG), Mitra Kaksh, and Janata Darbar facilitating direct engagement between police personnel and diverse societal segments.

"These initiatives have substantially increased community involvement in crime prevention while simultaneously raising awareness among youth regarding legal matters and their civic duties," Singhal stated, highlighting the dual benefits of these programs.

Educational Programs for Youth Development

The Student Police Cadet Corps (SPCC) program represents a comprehensive educational approach where students receive instruction about police operations, law and order maintenance, road safety protocols, cybercrime awareness, the detrimental consequences of drug abuse, and fundamental civic responsibilities. During 2025, this program engaged an impressive 7,362 students from 182 schools across Haryana, instilling values of discipline, leadership development, and responsible citizenship.

This initiative plays a critical role in molding socially conscious young individuals who understand both their rights and responsibilities within the legal framework.

Streamlined Police Services Through Mitra Kaksh

With the objective of consolidating multiple police services under a single administrative framework, Haryana Police has established specialized facilities called 'Mitra Kaksh.' Currently, 19 such centers operate in Rohtak and Karnal districts, offering citizens access to 16 distinct police services through an efficient single-window system.

These centers provide essential services including:

  • Complaint registration procedures
  • Character verification processes
  • Tenant verification services
  • Police clearance certificate issuance

Thousands of cases have been resolved expeditiously through these facilities, delivering substantial convenience to citizens while reducing bureaucratic hurdles.

Cybercrime Awareness and Community Dialogue

To address the escalating threat of cybercrime, Haryana Police organizes the Cyber Rahgiri program on the first Wednesday of each month. This ongoing campaign has sensitized thousands of citizens about digital safety practices and informed them about the dedicated Cyber Crime Helpline 1930 for reporting online offenses.

Furthermore, Community Liaison Groups (CLGs) have been established throughout the state to strengthen communication channels between police departments and local communities. Presently, 24 active CLGs function across various Haryana districts, playing a significant role in resolving minor disputes at the grassroots level.

Between 2025 and January 2026, hundreds of complaints were successfully addressed through these community liaison mechanisms, alleviating pressure on the formal judicial system while fostering social harmony through localized conflict resolution.

Collaborative Approach to Crime Prevention

At the neighborhood level, policing effectiveness is being enhanced through the active involvement of community leaders, educational professionals, and social organizations in police initiatives. This cooperative methodology is substantially improving community support for crime prevention efforts, creating a more integrated approach to public safety.

These multifaceted initiatives by Haryana Police are not only strengthening law and order throughout the state but are also emerging as a robust national model of participatory and community-based policing that other law enforcement agencies across India can study and potentially replicate.
