Chhattisgarh High Court Mandates Urgent Inspection of State-Run Medical Institute
The Chhattisgarh High Court has issued a significant directive for an immediate and comprehensive inspection of the state-operated Chhattisgarh Institute of Medical Sciences (CIMS) located in Bilaspur. This judicial intervention aims to thoroughly evaluate the hospital's emergency preparedness protocols and the overall accessibility of its premises.
Judicial Directive and Timeline
This crucial order was delivered by a division bench consisting of Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal on April 8. The bench has specifically instructed court commissioners to conduct a detailed assessment of the hospital's current operational status and infrastructure. The commissioners are required to submit their comprehensive evaluation report by the next scheduled hearing on May 5.
The court's decision emerged from a Public Interest Litigation (PIL) that raised serious concerns about the hospital's functionality and service delivery capabilities. The judicial bench emphasized the urgent need for this inspection to ensure that the medical facility meets essential standards for patient care and emergency response.
Critical Accessibility Concerns
During the proceedings, the court expressed substantial apprehension regarding the hospital's geographical location in a densely populated and congested area. The bench specifically highlighted several critical issues that could compromise emergency medical services:
- Narrow approach roads that restrict vehicle movement
- Persistent heavy traffic congestion around the hospital perimeter
- Indiscriminate parking of vehicles near boundary walls and main gates
The court observed that these conditions pose significant risks by potentially obstructing essential emergency vehicles, including ambulances and fire tenders, during critical situations. This could lead to dangerous delays in medical response times when every second counts.
Administrative Directives for Improved Access
To address these pressing concerns, the high court has issued specific instructions to district authorities. The Collector, Municipal Commissioner, and Superintendent of Police have been directed to implement immediate measures to ensure:
- Complete removal of encroachments around the CIMS campus
- Strict enforcement against unauthorized parking in hospital vicinity
- Guaranteed unobstructed access for all emergency vehicles
These administrative directives aim to create a safer and more accessible environment for both patients and medical personnel.
Medical Equipment Procurement Status
During the hearing, the court also reviewed the current status of medical equipment procurement for CIMS. This review was based on an affidavit submitted by the Managing Director of the Chhattisgarh Medical Services Corporation (CGMSC) on April 7.
According to the official affidavit, significant progress has been made in equipment acquisition:
- 10 out of 13 prioritized equipment categories have been successfully supplied to the hospital as of April 6, 2026
- Bidding processes for nine additional equipment categories—including temporary pacemakers, fibre-optic bronchoscopes, and ultrasound machines—are currently in the technical evaluation phase
- Tenders for seven more equipment categories through GeM portal processes were scheduled for opening on April 8, 2026, pending system-based approvals
The affidavit also revealed that one equipment category—a digital video colposcope—will undergo retendering after receiving no initial bids. Additionally, ventilator procurement remains under active tender process, with bids expected on April 17, 2026.
Ongoing Judicial Oversight
The high court has maintained continuous oversight of the procurement process by directing the CGMSC Managing Director to submit an updated status report on all pending tenders before the next hearing. This ensures accountability and transparency in the equipment acquisition process, which is crucial for enhancing the hospital's medical capabilities.
This comprehensive judicial intervention demonstrates the court's commitment to improving healthcare infrastructure and emergency response systems in Chhattisgarh's medical institutions. The inspection and subsequent report will provide valuable insights for necessary improvements at CIMS Bilaspur, potentially serving as a model for other healthcare facilities facing similar challenges.
