The Punjab and Haryana High Court has issued a significant directive to the Punjab Director General of Police (DGP), ordering the filing of a specific affidavit that comprehensively outlines the details of shooting incidents in the state since 2023. This judicial order, passed on Wednesday, places particular emphasis on incidents that were captured on CCTV or mobile phone cameras, highlighting the court's focus on leveraging technological evidence in criminal investigations.

Court's Comprehensive Demands in Ongoing PIL Hearing

The High Court bench, while hearing a Public Interest Litigation (PIL) concerning the murder of a kabaddi player, has mandated that the affidavit must include critical information. Specifically, it should detail whether the shooters involved in these incidents have been arrested and outline the measures taken to apprehend any fugitives. This directive underscores the court's intent to ensure accountability and transparency in law enforcement actions.

In addition to this, the bench is concurrently hearing similar matters related to the telecast of an interview with gangster Lawrence Bishnoi from a Punjab jail. This broader context indicates the court's proactive approach in addressing organized crime and its manifestations in the state.

Extortion Cases and Financial Recovery Details Sought

The High Court has also raised concerns about extortion activities, citing several instances where extortion calls were made and the likelihood that 'protection' or ransom money had been paid. In response, the court has asked the DGP to furnish detailed information on the extortion money recovered. This includes providing a clear money trail and related investments, aiming to disrupt the financial networks that support criminal enterprises.

Enhanced Security Measures and Social Media Monitoring Ordered

To bolster public safety, the High Court has ordered the installation of CCTV cameras in sensitive locations within urban areas of Punjab. The state advocate general has assured the court that there will be no shortage of funds for this initiative, reflecting a commitment to improving surveillance infrastructure.

Furthermore, the court has directed the DGP to identify websites and social media platforms where videos and posts that glorify crime and criminals are being shared. Immediate steps must be taken to remove such content, and adequate police personnel should be deployed for patrolling in urban areas to enhance security and deter criminal activities.

DGP's Response and Next Steps in the Legal Proceedings

DGP Gaurav Yadav, who was present in court for Wednesday's hearing, submitted that Punjab Police has implemented several measures to prevent and detect organized crime, including targeted killings and extortion. He added that numerous shooters have been identified and brought to justice, showcasing the police's efforts in combating crime.

The detailed order was released on Thursday, and the next hearing in this case is scheduled for February 5. This ongoing judicial scrutiny is expected to drive significant improvements in law enforcement strategies and public safety protocols in Punjab.
