In a firm and decisive address, Jammu & Kashmir Lieutenant Governor Manoj Sinha declared that every terrorist and their supporter operating in the Union Territory must be neutralised. Chairing a crucial UT-level security conference in Jammu on Thursday, December 18, 2025, Sinha underscored the imperative to defend the substantial security gains achieved since 2019.
Defending the Gains: A Call for Coordinated Action
The high-level conference, modelled on the national DGPs and IGPs conference, brought together senior officials from the J&K Police, intelligence agencies, civil administration, and Central Armed Police Forces (CAPFs). LG Sinha emphasised the need for a unified and coordinated approach to dismantle the entire terror ecosystem, targeting not just armed militants but also their enablers, over-ground workers (OGWs), and ideologues who provide safe havens.
"The real security gains since 2019 must be defended and every single terrorist and its supporter operating in valley, forest, hills or village must be neutralised," stated Sinha. He highlighted that armed terrorists, their supporters, OGWs, and those intimidating common citizens should be treated with equal severity. "We must ensure they pay a very heavy price for their action," he asserted.
Shifting from Reactive to Proactive Security
The Lieutenant Governor pointed to the significant decline in terrorist violence, the number of active terrorists, and local recruitment over the past six years. He credited this success to the strengthened security grid and the collaborative efforts of the J&K Police, Army, intelligence agencies, and CAPFs.
However, Sinha warned that the landscape of security threats is evolving rapidly. He called for a strategic shift from reactive to proactive security measures. The discussions focused on enhancing intelligence capabilities and building a next-level security grid to counter new-age challenges.
"The landscape of security threats has undergone a profound change in recent years. We need to shift from reactive to proactive security strategies and use sophisticated tools like AI to counter terrorism, terror financing, radicalisation, and narco-terrorism threats," Sinha explained.
Building a Future-Proof Security Framework
Drawing inspiration from the national DGPs/IGPs conference held earlier in Raipur on the theme ‘Viksit Bharat: Security Dimensions’, the J&K conference aimed to develop a holistic, whole-of-government approach. Sinha noted that under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, such conferences serve as hubs for deliberation and collaboration.
The one-day meeting was dedicated to formulating strategies to tackle these evolving threats, ensuring that the security apparatus in Jammu and Kashmir remains robust and adaptive. The ultimate goal is to completely eradicate the networks that sustain terrorism in all its forms, securing lasting peace for the region's citizens.
