The Jammu and Kashmir Police's Counter Intelligence Kashmir (CIK) on Friday announced the execution of proclamation orders against banned Hizbul Mujahideen chief Mohammad Yousuf Shah, also known as Syed Salahuddin, along with three other accused individuals who have been evading arrest in a case registered in 1996.
Legal Proceedings Under BNSS 2023
According to a statement from the CIK, the proclamation order was issued by the Additional Sessions Judge TADA/POTA (Special Judge designated under the NIA Act), Srinagar, under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. The order targets Syed Salahuddin and three other accused wanted in a case registered at Police Station CIK.
Officials stated that the accused were deliberately avoiding arrest and legal proceedings during the course of the investigation. As a result, the court initiated proclamation proceedings, directing the accused to appear before it on July 14, 2026, at 10 am. Failure to comply will lead to further legal action.
Execution of Proclamation
The CIK team executed the proclamation order in strict adherence to legal procedures. Copies of the order were pasted at conspicuous locations, including the main gates of the residences of the accused individuals. The entire process, including the publication of the proclamation, was photographed and videographed for documentation purposes.
The CIK reaffirmed its commitment to ensuring that absconding accused individuals face the law. It stated that it would continue conducting thorough investigations in cases involving serious offences.
Background of the Case
The case against Syed Salahuddin and the other accused dates back to 1996. The individuals have been evading arrest for nearly three decades. The Hizbul Mujahideen is a banned militant organization operating in the Kashmir region. The proclamation is a significant step in the legal process to bring the accused to justice.
The CIK emphasized that such actions demonstrate the resolve of law enforcement agencies to uphold the rule of law and ensure accountability for those involved in terrorism-related activities.
