Kanpur Police Establishes Elite Black Hawk Unit for Enhanced Riot Control
In a significant move to bolster law enforcement capabilities, the Commissionerate Police in Kanpur has officially launched a new specialized unit named Black Hawk. This elite squad is specifically designed to address and resolve incidents involving riots, physical assaults, and acts of vandalism across the city. The formation of this unit marks a proactive step towards maintaining public order and ensuring swift responses to disturbances.
Structure and Training of the Black Hawk Unit
The Black Hawk unit operates on a model inspired by the Pradeshik Armed Constabulary (PAC), a well-established force known for its effectiveness in handling law and order situations. Initially, a select group of 50 police officers has been chosen to form the core of this unit. These officers are currently undergoing intensive training at the Police Lines, where they are being prepared to manage rioters and agitators with precision and efficiency.
To enhance their operational effectiveness, all members of the Black Hawk unit have been equipped with new protective gear. A distinctive feature of their uniform is the black body armor they wear, which not only provides added safety but also serves to differentiate them from regular police personnel during operations.
Launch of the Riot Control Scheme
This initiative is part of a broader Riot Control Scheme introduced by the Commissionerate Police to better manage riots and public disturbances. The scheme includes comprehensive training programs for officers, focusing on techniques to handle rioters effectively. It is particularly enforced during high-risk periods such as festivals or VIP visits, when the potential for unrest is elevated.
Vibhin Tada, the additional police commissioner for Law and Order, emphasized the necessity of this unit. He noted that disturbances often arise from minor issues, and delays in response at the local police level can escalate these into major incidents. The formation of the Black Hawk unit aims to prevent such escalations by ensuring timely and decisive action against rioters and vandals.
Operational Role and Objectives
The Black Hawk unit functions similarly to the PAC, with a primary responsibility to take swift and firm action against agitators and rioters. Their approach includes interventions such as baton charges to disperse crowds and restore order. By wearing black body armor, the unit not only stands out visually but also enhances their effectiveness during operations, allowing for clear identification and coordinated efforts.
The squad is strategically designed to prevent property damage and manage public disturbances with a strict and no-nonsense approach towards those involved in riots. This initiative reflects the police department's commitment to maintaining peace and security in Kanpur, ensuring that law and order are upheld even in challenging situations.
