Kolkata: The Kolkata Police has submitted a comprehensive report to the home department at Nabanna concerning the ongoing inquiry against three suspended IPS officers — former Kolkata Police Commissioner Vineet Goyal, former Deputy Commissioner (north) Abhishek Gupta, and former Deputy Commissioner (Central) Indira Mukhopadhyay. The report was filed a couple of days ago, according to sources.
Suspension and Inquiry Background
The trio was suspended to facilitate an “impartial investigation” into their roles in handling the RG Kar rape-murder case. The state administration initiated departmental proceedings after Chief Minister Suvendu Adhikari announced their suspensions on May 15 at Nabanna.
Report Preparation and Submission
Sources at Lalbazar revealed that the report was primarily drafted independently by two senior IPS officers before being sent for assessment to Kolkata Police Commissioner Ajay Nand. He subsequently compiled and forwarded the final document to the home department. The two joint commissioners who drafted the main report did not wish to speak to the Times of India. One, currently on a separate assignment in the Bengal Police, denied having any final authority, while the other did not answer repeated calls.
Contents of the Dossier
The report scrutinizes the roles played by the three suspended officers during the initial phase of the probe. It contains all general diary entries retrieved from the Tala Police Station regarding the rape and murder of a junior doctor on August 8, 2024. It also documents the subsequent day-to-day investigation handled by Lalbazar’s detective department before the case was transferred to the Central Bureau of Investigation (CBI).
Furthermore, the report details law enforcement’s response to the “Take Back the Night” mass protests on August 14, 2024, alongside a complete breakdown of arrests, First Information Reports (FIRs), and legal statuses stemming from the midnight vandalism of the hospital’s emergency department.
Specific Inquiries
According to Nabanna insiders, the probe will specifically look into under whose command Gupta allegedly offered Rs 10 lakh to the victim’s mother, and why Mukhopadhyay convened a press conference while the central agency’s investigation was underway. Officials at Lalbazar have declined to comment on the report’s contents.
