Panaji Police Detain Man After Golden Retriever Dies in Locked Casino Car
Panaji police have detained a Karnataka native following a tragic incident where his Golden Retriever died from heat and suffocation inside a locked vehicle. The pet owner, identified as Bharat KC, allegedly left the dog unattended in the car for over four hours while he visited a casino, without keeping any windows partially open for ventilation.
Extreme Heat Conditions Exacerbated the Situation
The maximum temperatures in Panaji are currently ranging between 31 to 33 degrees Celsius, creating dangerously hot conditions inside the enclosed vehicle. According to Stephen Samuel, field officer of the District Society for Prevention of Cruelty to Animals, the Golden Retriever attempted to chew through the car mat in distress before ultimately suffocating.
"Panaji Animal Welfare Society informed us about the trapped pet and a resident present at the scene called police," Samuel explained. "By the time police arrived, the dog had suffocated to death due to extreme heat and lack of oxygen inside the car."
Fifth Similar Incident in the Area
This tragic event marks the fifth instance of a pet dying under similar circumstances in the area. "In the previous four cases, we weren't able to take action," Samuel revealed. "This time, we will aggressively pursue the case."
The District Society for Prevention of Cruelty to Animals has formally written to Panaji police, requesting them to:
- Register a First Information Report (FIR)
- Secure CCTV footage from the vicinity of the casino to identify the vehicle
- Have the vehicle seized as part of the investigation
Legal Responsibility and Deliberate Negligence
The complaint filed in this case emphasizes that anyone keeping an animal as a pet is legally responsible for its well-being. It specifically states that leaving the dog in the car constituted a "deliberate act of negligence that directly caused the animal's death."
An autopsy has been scheduled for Tuesday to determine the precise medical cause of the dog's death, which will provide crucial evidence for the ongoing investigation.
Important Safety Recommendations for Pet Owners
Samuel offered critical safety advice for people transporting pets in vehicles:
- Never leave dogs unattended in vehicles for more than 30 minutes
- Always keep windows partially open for ventilation while preventing the animal from jumping out
- Always park in shaded areas when transporting pets
"People need to understand that vehicles can become death traps for animals within minutes, especially during warm weather," Samuel emphasized. "Proper ventilation and limited exposure time are absolutely essential for pet safety."
The case continues to develop as Panaji police pursue their investigation into what appears to be a clear case of animal neglect resulting in death.
