Nagpur Blast: 21 SBL Energy Officials Booked for Culpable Homicide After Fatal Explosion

In a tragic industrial incident, a powerful blast at SBL Energy Ltd's facility in Raulgaon village, Nagpur district, has resulted in 19 fatalities and 23 injuries, prompting legal action against key company personnel. The explosion, which occurred on Sunday morning, has led to the registration of a case of culpable homicide not amounting to murder against 21 individuals, including promoters, directors, managing directors, shareholders, and senior officials of the company.

Legal Charges and Arrests

The Kalmeshwar police have invoked Section 105 of the Bharatiya Nyaya Sanhita (BNS), a non-bailable and cognisable offence that carries a punishment of up to life imprisonment or a minimum of 10 years in prison, along with a fine. Additionally, Sections 125(A)(B) and 288 have been applied for endangering life and negligent handling of explosives. In the aftermath, 11 senior personnel have been arrested, including vice-president Chandrashekhar Rajwad, managing directors Rakesh Tiwari and Ravi Kamra, and other managers and supervisors involved in operations.

Safety Violations and Investigation Findings

Preliminary investigations by the Petroleum and Explosives Safety Organisation (PESO) and the Directorate of Industrial Safety and Health (DISH) have identified severe safety lapses as the trigger for the explosion. Key violations include:

  • Failure to appoint a qualified safety officer as required under the Explosives Rules 2008.
  • Absence of CCTV surveillance at designated locations.
  • Installation of boilers outside approved layouts.
  • Storage of explosives far beyond permissible limits.

Experts also noted that labourers were not adequately trained for the high-risk job, and the company failed to follow rules mandating daily clearance and removal of accumulated explosives after each shift, leading to hazardous build-up that fueled the intense blast.

Blast Details and Rescue Efforts

The explosion occurred between 7am and 7.30am in building 16(B), where workers were handling detonators. Rescue operations were swiftly carried out by the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), local fire services, and police, who extricated workers from debris amid raging fires. Initially, 18 deaths were confirmed on Sunday, with 24 injured workers rushed to hospitals across Nagpur. Of these, 18 were reported to be in critical condition with severe burns and trauma, and one succumbed to injuries on Monday, raising the death toll to 19.

This incident highlights critical gaps in industrial safety protocols and underscores the need for stricter enforcement to prevent such tragedies in the future.
