Nagpur Blasts Expose Stark Disparities in Police Response, Igniting Favoritism Debate
A series of devastating explosions at ammunition and explosives manufacturing units in the Bazargaon and Kalmeshwar areas of Nagpur over recent years has brought to light glaring inconsistencies in police handling, fueling a fierce controversy over potential bias and preferential treatment. The latest catastrophic incident occurred on March 1 at SBL Energy Limited in Raulgaon village, Kalmeshwar taluka, where a massive blast claimed the lives of 19 workers, with the death toll potentially rising.
Swift Action in Recent Case Contrasts with Past Leniency
The explosion tore through the Nonel crimping plant shortly after the morning shift commenced, engulfing the facility in intense flames. In a rapid and decisive operation, Nagpur rural police arrested nine directors of the company under the non-bailable Section 105 of the Bharatiya Nyaya Sanhita, which pertains to culpable homicide not amounting to murder. A case was registered against a total of 21 directors and shareholders, and high-level probes were ordered by the state government, demonstrating an aggressive stance.
This prompt and severe response stands in sharp contrast to previous, equally horrific incidents. In December 2023, a blast at an ammunition manufacturing unit in Bazargaon resulted in nine fatalities and multiple injuries. Police filed a First Information Report against unidentified persons under bailable Indian Penal Code Sections 304(a) for causing death by negligence and 286 for negligent conduct with explosives, with actions limited to supervisory and managerial levels.
Pattern of Inconsistent Legal Approaches Raises Eyebrows
Similarly, a June 2024 explosion at Chamundi Explosives Pvt Ltd in Dhamna killed six workers, leading to the arrest of the director and manager under non-bailable charges. However, a September 2025 blast at another unit in Bazargaon, which caused one death and several injuries, saw no high-profile arrests, further highlighting the erratic nature of police interventions.
Legal experts, opposition leaders, and labor rights activists have strongly argued that these varying legal approaches reflect a clear bias. "Why are non-bailable charges and swift arrests applied in some cases, while others receive lenient, bailable sections? This imbalance appears to tilt towards the high and mighty who are politically connected," stated a prominent expert, echoing widespread concerns.
Police Defense and Government Compensation Measures
State police officials have defended their actions, emphasizing that responses are based on case-specific evidence and outcomes of safety audits. Despite this justification, the mounting casualties have prompted the government to announce ex-gratia payments. Affected families will receive ₹5 lakh from the state and an additional ₹2 lakh from the Prime Minister's National Relief Fund, providing some financial relief amidst the tragedy.
As investigations into these explosions continue, the ongoing debate underscores deeper, systemic issues regarding industrial safety protocols and the equitable administration of justice within Maharashtra's explosives sector.
