The Excise Department in Noida has initiated a formal inquiry following serious allegations that subsidised liquor meant for defence personnel was being illegally served at a prominent club in the city. The complaint targets the Army Veterans Institute located in the Arun Vihar area of Sector 29.

Core Allegations: Misuse of Defence Subsidy

The complaint was filed by Supreme Court advocate Rajeev Yadav. He alleges that the institute was sourcing liquor at subsidised rates from the Canteen Stores Department (CSD), which is exclusively for the personal consumption of defence personnel and their families. This liquor was then allegedly being served through the club's bar operations to general patrons.

Rajeev Yadav argued that this practice constitutes a clear violation of excise laws and results in a significant loss of revenue for the state government. "CSD liquor is subsidised and intended only for defence personnel. Pooling such liquor and serving it through a bar setup is a clear violation," he stated. He emphasised the need for a level playing field, noting that private hotels and restaurants face immediate action for even minor infractions.

Club Management Denies All Charges

The management of the Army Veterans Institute has strongly refuted the allegations. Colonel Subhash Yadav, the president of the institute, informed that the club holds a valid bar licence and operates in full compliance with regulations. He asserted that all liquor served at their premises is procured legally from licensed vendors, not from the CSD.

"All liquor served here is procured from licensed vendors in accordance with excise rules. The allegations are completely false and appear motivated," Col Subhash Yadav said.

Excise Department Confirms Investigation

Subodh Kumar, the District Excise Officer, confirmed that the club in question possesses a valid bar licence. However, he stated that the specific complaint regarding the sourcing of CSD liquor is being taken seriously and will be thoroughly examined.

"We have received a complaint alleging that liquor sourced from the CSD is being served at the bar. This will be verified," Kumar said. He added that if any violation of the Uttar Pradesh Excise Policy is found, appropriate legal action will be taken against the establishment.

The case highlights the strict regulations governing the service of alcohol, where any club or institution must hold a valid licence and pay the prescribed annual fees and taxes. The misuse of subsidised commodities meant for a specific community for commercial gain is viewed as a serious offence.
