The high-level security gathering, confirmed by an official announcement from the Prime Minister's Office (PMO) on Thursday, November 27, 2025, will see the Prime Minister's involvement on the final two days, November 29 and 30, 2025.

The three-day conference is set to take place at the Indian Institute of Management (IIM) Raipur campus in Chhattisgarh, commencing on November 28, 2025. The central objective of this annual conclave is to assess the advancements made in tackling critical policing hurdles and to define a future roadmap aimed at achieving the vision of a 'Surakshit Bharat' (Secure India).
This year's discussions will revolve around the comprehensive theme of 'Viksit Bharat: Security Dimensions'. Under this theme, the country's top police leadership and PM Modi will engage in in-depth deliberations on a spectrum of pivotal security issues. The official agenda highlights key topics such as Left Wing Extremism, Counter-terrorism, Disaster management, and Women's Safety. A significant focus will also be on integrating modern technology into law enforcement, with dedicated discussions on the application of forensic science and artificial intelligence (AI) in policing.

The conference will witness a congregation of the nation's most senior security figures. Alongside Prime Minister Modi, the event will be attended by the Union Home Minister, the National Security Adviser, Ministers of State for Home Affairs, DGPs of all States and Union Territories, and the Heads of Central Police Organisations.
According to the PMO, the conference is designed as a vital interactive platform that fosters open and meaningful dialogue on national security matters. In a move to broaden participation, the Heads of the Home Departments of States and UTs, along with select DIG and SP-level officers, have also been invited to attend physically this year.

Past venues have included Guwahati, the Rann of Kachchh, Hyderabad, Tekanpur, the Statue of Unity, Pune, Lucknow, New Delhi, Jaipur, and Bhubaneshwar.
A key ceremonial highlight of the event will be the Prime Minister conferring the President's Police Medals for Distinguished Service to honor exemplary service in the police forces.
