Pune civic body seals RCC Classes premises over violations

The Pune Municipal Corporation (PMC) on Wednesday sealed the Deccan premises of RCC Classes, a coaching centre operated by Shivraj Motegaonkar, who is an accused in the NEET-UG 2026 paper leak case. According to PMC officials, the action was taken due to multiple violations, including unauthorised use and structural alterations.

Reasons for Sealing

PMC’s city engineer Aniruddha Pawaskar stated that the property lacked the required permissions. A prior notice had been issued to the occupants, who are tenants, and the premises has now been sealed. The civic body’s notice highlighted that the occupants carried out internal structural changes to a residential unit without approval and were using it for commercial purposes. Additional construction work was also undertaken without mandatory permissions.

Occupancy Certificate Not Obtained

The officials said the coaching centre began operating without securing an occupancy certificate from PMC. Acting under provisions of Section 268 of the Maharashtra Municipal Corporations Act, the civic body issued a notice barring re-entry into the premises until further orders. The notice also directed occupants to cease unauthorised use and vacate the property within one month, failing which police action would be initiated.

Connection to NEET Paper Leak

The development comes days after the Central Bureau of Investigation (CBI) arrested Motegaonkar, founder of Latur-based RCC Classes, in connection with the alleged paper leak on Sunday. He has been accused of being an “active member” of a network involved in leaking and distributing the exam paper ahead of the May 3 test. Earlier, a video from an RCC Classes session had gone viral, purportedly showing Motegaonkar asking students how many questions from RCC mock tests appeared in the actual NEET paper, to which students could be heard responding that most did.
