Punjab and Haryana High Court Expresses Concern Over Lokpal Vacancy
The Punjab and Haryana High Court has expressed serious concern over the prolonged vacancy of the Lokpal position in Punjab, which has remained unfilled since October last year. The court observed that such a delay in appointing the anti-corruption ombudsman could be seen as encouraging corruption.
Court's Observations
During a hearing on a petition related to the appointment, the division bench of Justice S. Muralidhar and Justice Arun Palli remarked that the state government's inaction in appointing a Lokpal sends a wrong message. The bench noted that the Lokpal is a crucial institution for checking corruption, and its absence undermines the fight against graft.
Government's Response
The state government informed the court that the process of selecting a Lokpal is underway and that the search committee has been reconstituted. However, the court was not satisfied with the pace of the process and directed the government to expedite the appointment. The bench also asked for a timeline for the completion of the selection process.
Legal Framework
Under the Punjab Lokayukta and Uplokayukta Act, the state is required to appoint a Lokpal to investigate allegations of corruption against public servants. The vacancy since October has raised questions about the government's commitment to transparency and accountability.
Next Hearing
The court has scheduled the next hearing for a later date and has asked the government to submit a status report on the appointment process. The case has drawn attention to the broader issue of delays in filling key anti-corruption posts across the country.
