Major Interstate Drug Network Dismantled in Raipur Using Courier and Dead Drop Tactics
In a significant crackdown, Raipur police have successfully dismantled an interstate synthetic drugs network that employed sophisticated methods including courier parcels, two-wheeler transportation services, and a "dead drop" delivery model to distribute MDMA and party pills throughout the city. The operation resulted in the arrest of six accused individuals and the seizure of contraband and materials valued at approximately Rs 10 lakh.
Innovative Delivery Method to Evade Detection
The network's use of "dead drop delivery" was a key strategy to avoid direct hand-to-hand transactions. Under this method, drugs were concealed at isolated locations, with customers receiving the precise coordinates and video footage of the drop point via digital communication. This approach minimized direct contact between suppliers and buyers, significantly reducing the risk of detection by law enforcement agencies.
Seized items included 48.03 grams of MDMA, eight party pills, nine mobile phones, and a courier box allegedly utilized for drug supply operations. The coordinated crackdown was executed by a joint team comprising the Anti Crime and Cyber Unit (ACCU), the Anti-Narcotics Task Force (ANTF), and Telibandha police personnel.
Masterminds and Operational Details
Police investigations revealed that the syndicate was allegedly masterminded by Mahesh Khadka and Kusum Hinduja, who operated remotely from Delhi. Both individuals had previously been incarcerated in 2024 in connection with a drug case registered at Khamhardih police station. According to authorities, the contraband was dispatched from Delhi to Raipur via courier services.
Upon arrival in Raipur, the drugs were allegedly received by Kunal Mangtani, who then utilized on-wheel service providers to place the packets at various deserted locations across the city. Payments were systematically routed through multiple bank accounts to obscure financial trails and complicate investigative efforts.
Investigation and Arrests
The breakthrough in the case emerged after police received credible intelligence indicating that MDMA was being supplied in Raipur through bike riders. Acting promptly on this information, specialized teams under the supervision of DCP (Crime and Cyber) Smritik Rajanala and DCP (Central) Umesh Prasad Gupta initiated extensive surveillance and technical analysis.
On March 29, police detained three alleged delivery operatives—Saurabh Dongre, Shubham Rathore, and Saurabh Yadav—near Kashiram Nagar in Telibandha, Raipur. Following intensive interrogation, authorities apprehended Kunal Mangtani. The investigation subsequently led police to Delhi, where Mahesh Khadka and Kusum Hinduja were traced to Panchsheel Vihar and subsequently arrested.
International Connections and Ongoing Probe
During questioning, the alleged masterminds disclosed to police that they procured drugs from Nigerian nationals. Investigators are now actively probing the potential international links and the broader supply chain associated with this sophisticated narcotics network. A formal case has been registered at Telibandha police station under the stringent provisions of the NDPS Act, with further investigations underway to uncover additional accomplices and operational details.
