Three Lab Staff Arrested in Rajasthan Health Scam

Jaipur: Three employees of a private diagnostic laboratory were arrested on Friday in connection with the Rajasthan Government Health Scheme (RGHS) scam being investigated by the Special Operations Group (SOG). The SOG alleges that fake consultations, fabricated diagnostic tests, and fraudulent claims caused losses worth crores of rupees to the state exchequer.

Arrests and Remand

Additional Director General of Police (SOG) Vishal Bansal identified the accused as Bajrang Singh (54) of Dadiya in Sikar district; Arvind Kumar Sheela (35), originally from Jhunjhunu district and currently residing in Sikar; and Vikram Kalyan (22), also a native of Jhunjhunu district now living in Sikar. He said the trio was produced before a court, which remanded them to police custody until June 16.

Background of the Case

The arrests were made during the investigation of a case registered by the SOG on a complaint filed by the health department regarding alleged irregularities under the RGHS in Sikar district. According to investigators, the accused were employees of Dr. Vijay and a private diagnostic center and allegedly played an active role in generating fake consultations and diagnostic claims under the government health scheme.

The SOG alleged that laboratory staff collected RGHS card details from beneficiaries on the instructions of the late Dr. Vijay Moond and laboratory operator Banwari Lal. Investigators alleged that consultation slips were arranged through doctors posted at SK Hospital in Sikar, and diagnostic tests were shown as having been prescribed to patients who were either not examined or existed only on paper. Fake test reports were then allegedly generated and uploaded to the RGHS portal, enabling fraudulent payments to be claimed from the state government.

Fraud Network

The case relates to allegations that the late Dr. Vijay Moond, along with Banwari Lal and several doctors posted at SK Hospital in Sikar, including Dr. Kamal Kumar Agrawal alias K.K. Agrawal, Dr. Gajraj Singh, Dr. Sunil Dhaka, Dr. Rakesh Choudhary, and Dr. Mukesh Verma, orchestrated large-scale fraud under the scheme.

According to the SOG, unnecessary diagnostic tests were prescribed, fabricated reports uploaded, and inflated claims submitted, resulting in unlawful financial gains and losses worth crores of rupees to the government. Investigators also alleged that the fraud affected genuine beneficiaries by diverting resources meant for legitimate treatment.

Previous Arrests

Earlier in the investigation, Banwari Lal and Dr. Kamal Kumar Agrawal were arrested and are currently in judicial custody. During police remand, investigators will question the newly arrested accused about the preparation of fake consultation slips, collection of RGHS card details, uploading of fabricated reports, distribution of money allegedly obtained through fraudulent claims, and the involvement of other members of the suspected network.

Officials said further legal and departmental action would be taken against any doctors, laboratory operators, employees, or other persons found involved during the investigation. The SOG is also examining financial records and assets linked to the accused as part of the ongoing probe.
