Lahaul-Spiti Imposes Strict Restrictions on Tourist Activities Near Atal Tunnel Due to Avalanche Threats

In a decisive move to address critical safety hazards, the Lahaul-Spiti district administration has enforced stringent limitations on tourist movement and commercial operations in areas highly susceptible to avalanches near the north portal of the Atal Tunnel. The order, issued by Deputy Commissioner and District Disaster Management Authority Chairman Kiran Bhadana on Thursday evening, underscores the severe risks posed by increased human activity in these vulnerable zones.

High-Risk Zones Identified and Prohibited

The administration has specifically highlighted several locations as extremely dangerous due to their avalanche-prone nature. These include the hill slopes on the left side of the Atal Tunnel's north portal, the immediate adjoining areas around the tunnel portal, the Chandra bridge, and its surrounding stretches. Loss of life has already been reported in these regions, amplifying the urgency of the restrictions.

According to the order, the surge in tourist visits and unauthorized commercial ventures in these areas not only endangers human lives but also threatens to disrupt emergency response operations and traffic management along this strategically vital corridor. The deputy commissioner emphasized that such activities could hinder critical operations during disasters, making proactive measures essential.

Comprehensive Ban on Entry and Commercial Activities

The restrictions are comprehensive and leave no room for ambiguity. Tourists and the general public are strictly barred from entering the designated avalanche-prone zones. Additionally, all forms of vending, hawking, temporary stalls, photography points, and other commercial activities are prohibited to minimize risk exposure.

Vehicle regulations are equally stringent, with no halting, parking, or congregation permitted within the restricted area. This measure aims to prevent traffic bottlenecks and ensure clear pathways for emergency vehicles, thereby enhancing overall safety in the region.

Enforcement and Penalties for Violations

To ensure compliance, the superintendent of police, in collaboration with the Border Roads Organisation (BRO) and project authorities, has been tasked with enforcing the order. Their responsibilities include assisting in hazard assessment and demarcation of the restricted zones, thereby providing a clear framework for implementation.

Violators of these restrictions will face legal penalties under Section 223 of the Bharatiya Nyaya Sanhita, 2023, along with other applicable laws. The order is effective immediately, though it includes exemptions for emergency services, government officials on duty, BRO personnel, and disaster response agencies to maintain essential operations.
