Uttarakhand Leads India in Criminal Justice System Modernization

Uttarakhand Secures Top Spot in National ICJS 2.0 Implementation

In a landmark development for India's judicial and law-enforcement modernization, Uttarakhand has clinched the premier position nationwide in the implementation of the Inter-Operable Criminal Justice System (ICJS) 2.0, as per data current up to January 2026. This historic achievement underscores the state's commitment to embracing cutting-edge technology to enhance justice delivery and policing efficiency.

National Rankings and Performance Metrics

According to the latest CCTNS/ICJS Progress Dashboard released by the National Crime Records Bureau (NCRB), Uttarakhand has emerged as the national leader with an exceptional score of 93.46. The performance of the top-ranking states highlights a competitive landscape:

  • Uttarakhand: 93.46
  • Haryana: 93.41
  • Assam: 93.16
  • Sikkim: 91.82
  • Madhya Pradesh: 90.55

This ranking reflects Uttarakhand's superior execution of technological frameworks and real-time data management systems.

Leadership and Strategic Oversight

The success is largely credited to the effective leadership and continuous monitoring by Chief Minister Pushkar Singh Dhami. To ensure the ground-level implementation of the new legal codes—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Bharatiya Sakshya Adhiniyam (BSA)—CM Dhami took personal charge of the initiative.

He conducted regular review meetings with senior government officials and field officers at the district level, fostering a top-to-bottom monitoring approach. This strategy proved instrumental in resolving technical challenges promptly and enabling the police department to seamlessly adapt to the new legal framework.

Technological Innovations and Infrastructure

The cornerstone of Uttarakhand's achievement is the "One Data, One Entry" mechanism under ICJS 2.0. This system ensures seamless data flow across key departments:

  1. Police (CCTNS)
  2. e-Courts
  3. e-Prisons
  4. e-Prosecution
  5. e-Forensics

Once data is entered, it becomes instantly accessible to all relevant departments, significantly reducing paperwork and accelerating case disposal. To bolster transparency, videography of crime scenes and secure storage of digital evidence have been made mandatory through the "e-Sakshya" app.

Training and Capacity Building

More than 23,000 police personnel in Uttarakhand have undergone intensive training on the provisions of the new laws. The state has prioritized technological strengthening by implementing facilities such as virtual court hearings via "Nyaya Shruti" and deploying forensic mobile vans to enhance on-ground capabilities.

Recognition and Future Implications

Uttarakhand Police spokesperson and Inspector General of Police (Crime and Law and Order) Sunil Kumar Meena confirmed the ranking, noting that the state has set a record not only in implementing technological infrastructure but also in real-time data entry. Union Home Minister Amit Shah has specifically praised Uttarakhand's efficiency in the "One Data, One Entry" system during high-level meetings.

With this coordinated effort and unwavering commitment, Uttarakhand has emerged as an ideal model of "smart policing" for the entire country. This achievement reflects the visionary guidance of Union Home Minister Amit Shah and his dedication to building a technology-driven justice system that sets new benchmarks for law enforcement across India.
