In a significant development for rural democracy, 273 newly elected panchayat pradhans and 273 up-pradhans of Sirmaur district were sworn in during a ceremony held at Chaugan Ground in Nahan on Monday. The oath of office and secrecy was administered by Industries, Parliamentary Affairs, and Labour and Employment Minister Harshwardhan Chauhan.
Minister Highlights Importance of Panchayati Raj
Addressing the gathering, Minister Chauhan described Panchayati Raj Institutions as the bedrock of grassroots democracy. He emphasized their crucial role in ensuring holistic rural development and urged the newly elected representatives to discharge their duties with honesty, dedication, transparency, and impartiality. The minister noted that people place immense trust and expectations in their elected representatives.
Financial Allocation and Performance Grants
Chauhan informed that most rural development schemes are implemented through panchayats, which manage substantial public funds. Under the 16th Finance Commission, Panchayati Raj Institutions in Sirmaur will receive Rs 226.22 crore over the next five years, including Rs 36.32 crore in the 2026–27 financial year. Additionally, provisions have been made for performance grants to panchayats that successfully increase their own revenue resources.
Digital Governance and Transparency
The minister highlighted the growing importance of digital governance, stating that panchayat services, records, and accounts are increasingly being maintained through online platforms and applications. He urged elected representatives to maximize the use of digital tools to improve transparency and efficiency in their functioning.
Zero Tolerance for Corruption
Reiterating the state government’s zero-tolerance policy towards corruption, Chauhan announced that exemplary panchayat representatives would be honored, while strict action would be taken against those found guilty of corrupt practices. He also revealed plans for exposure visits within and outside the state for high-performing representatives, aimed at sharing best practices.
Infrastructure Development
Highlighting the government’s commitment to strengthening local self-governance, the minister said financial assistance for Panchayat Ghar construction has been increased from Rs 89 lakh to Rs 1.14 crore per panchayat. Over the last three years, more than Rs 112.85 crore was spent on the construction and upgradation of panchayat buildings across the district.
Nahan MLA Urges Inclusive Development
Nahan MLA Ajay Solanki also addressed the gathering, urging panchayat representatives to work beyond political considerations. He emphasized the need to ensure that government welfare schemes reach every eligible beneficiary and to promote inclusive development in their respective areas.
