According to a senior Election Commission official, the publication schedule has been adjusted from earlier indications. The EC had initially suggested the first list might be published by Saturday, but reconsidered this timeline following discussions with state administration officials who raised legitimate law and order concerns. Judicial Scrutiny and Tribunal Mechanism
Ahead of the supplementary list publications, the poll panel has established 19 specialized tribunals to handle appeals from individuals who remain excluded from the lists despite judicial scrutiny. This initiative follows a recommendation from the Calcutta High Court chief justice and represents a significant procedural enhancement.
The tribunals will be presided over by distinguished former high court judges, including ex-chief justice of Calcutta High Court TS Sivagnanam, who will oversee appeals from Kolkata and parts of North 24 Parganas. Other notable appointments include former Calcutta HC judges Biswajit Basu and Indrajit Chatterjee heading the Murshidabad tribunals, while retired judges Siddhartha Roy Chowdhury and Ranjit Kumar Bag will lead the Malda and South 24 Parganas tribunals respectively.

The Election Commission has established multiple channels for filing appeals, offering both digital and physical submission options. Individuals can file appeals online through the ECI NET platform or submit them at the offices of district magistrates, sub-divisional magistrates, and sub-divisional officers across the state.
As of Friday, significant progress has been made in the judicial scrutiny process. A senior EC official revealed that approximately 27.2 lakh cases out of the 60 lakh under adjudication have been disposed of, covering 80,681 polling booths across Bengal. Supplementary names have already been added to electoral lists for around 40,000 polling booths, with work continuing on the remaining booths.
The complete supplementary list containing names from all 80,681 booths will be uploaded once the Calcutta High Court formally transmits the data to the commission. Officials estimate this uploading process may require at least six hours to complete properly.
Security Concerns and Administrative Discussions
State administration officials expressed substantial concerns about the timing of the initial list release, particularly noting its coincidence with Eid and Navratri festivals. During a meeting chaired by the Calcutta High Court chief justice on Thursday morning, senior officials including Home Secretary Sanghamitra Ghosh, Director-General of Police SN Gupta, and Kolkata Police Commissioner Ajay Nand raised specific security apprehensions.
These officials referenced disturbances that occurred in parts of Bengal following parliamentary proceedings last year, suggesting similar tensions could emerge during festival periods. Judicial officers themselves reportedly expressed concerns about potential threats if lists were released during sensitive festival times.
Following these discussions, Chief Secretary Dushyant Nariala formally requested that the Election Commission publish the first supplementary list after March 26 to mitigate potential law and order issues. This request reflected the administration's commitment to maintaining public order while ensuring electoral processes proceed smoothly.
Electoral Context and Deadlines
