Bengaluru: The state police chief has issued a circular mandating the immediate formation of dedicated anti-rowdy squads across all police stations to curb criminal activities. This directive follows Chief Minister DK Shivakumar's June 4 instructions to intensify measures against anti-social elements and strengthen preventive mechanisms.
Key Directives from the Circular
According to the circular from the Director General and Inspector General of Police's office, every police station must now maintain confidential rowdy registers to enable effective surveillance and preventive action. The newly formed squads will be responsible for verifying criminal cases against individuals, opening fresh rowdy sheets where necessary, and keeping updated records of rowdy-sheeters and anti-social elements.
Surveillance and Intelligence Gathering
Officers have been instructed to conduct regular surveillance of known rowdies, monitor their activities and associations, identify emerging gangs and criminal groups, and gather actionable intelligence. The squads must also initiate preventive measures under laws such as the Goonda Act, the Karnataka Control of Organised Crime Act (KCOCA), and externment proceedings.
Legal Enforcement and Special Drives
The squads are tasked with ensuring the execution of warrants, bonds, and other legal proceedings against habitual offenders. They are also required to conduct special drives to crack down on unlawful activities.
Accountability and Review Mechanisms
To strengthen accountability, circle inspectors and station house officers will review the functioning of rowdy squads every fortnight. Unit heads have been instructed to periodically review and update all rowdy sheets. Police stations will maintain separate registers documenting the activities and achievements of these squads. Monthly reports detailing surveillance, preventive actions, warrants executed, and rowdy sheets reviewed must be submitted through proper channels.
Zero-Tolerance Policy
The circular emphasizes a strict zero-tolerance policy against intimidation, extortion, public disorder, gang activity, and other unlawful acts. This comprehensive approach aims to enhance public safety and deter criminal elements in Bengaluru.
