BJD Announces New Rajya Sabha Leadership After Internal Dissent

The Biju Janata Dal (BJD) on Monday appointed Manas Ranjan Mangaraj as its parliamentary party leader in the Rajya Sabha, filling the vacancy created by Sasmit Patra's resignation amid growing internal dissent within the regional party. Senior leader Sulata Deo was simultaneously named the party's deputy leader and chief whip in the Upper House.

Mangaraj Expresses Gratitude and Commitment

"I am grateful to the party leadership for placing its trust in me. We will work collectively and in close coordination to effectively raise and safeguard Odisha's interests in the Rajya Sabha," Mangaraj stated following his appointment.

The regional party, which currently has six members in the Rajya Sabha, selected Mangaraj due to his proximity to the party leadership. A relatively low-profile figure, Mangaraj previously served as media adviser to the BJD government in Odisha from 2019 to 2024. He was elected to the Rajya Sabha in 2022, making this his first term in the Upper House.

Mangaraj holds an MSc degree from Berhampur University and had declared assets worth approximately Rs 8 crore in his 2022 election affidavit.

Background of Patra's Resignation

Patra resigned from the leadership position on April 8 following mounting resentment among BJD MPs over his performance. The development occurred just one day after four party MPs wrote to BJD president Naveen Patnaik, formally seeking Patra's removal from the role.

In response to the growing discontent within the parliamentary party, Patra submitted his resignation directly to Naveen Patnaik.

Although considered articulate and effective in presenting the party leadership's views in Delhi, Patra was perceived by some MPs as "insufficiently proactive" during the recent controversy involving BJP MP Nishikant Dubey. Dubey had allegedly made remarks linking Biju Patnaik with the CIA, which many considered insulting to the party's legacy.

Strategic Implications for BJD

This leadership change represents a significant internal reshuffle for the BJD as it navigates parliamentary dynamics. The appointment of Mangaraj, with his background in media and government advisory roles, suggests a strategic emphasis on communication and coordination within the party's Rajya Sabha contingent.

The simultaneous appointment of Sulata Deo as deputy leader and chief whip further strengthens the party's organizational structure in the Upper House, potentially addressing the coordination issues that contributed to the previous leadership change.
