BJP Reverses Position, Endorses PDP's J&K Territorial Reorganisation Proposal
In a significant political development, the Bharatiya Janata Party (BJP) has dropped its earlier accusations and now supports a territorial reorganisation bill sponsored by the People's Democratic Party (PDP) for Jammu & Kashmir. Meanwhile, the National Conference (NC) has adopted a cautious stance, labeling the proposal a potential "publicity stunt." This shift marks a notable departure from the BJP's previous rhetoric on the matter.
Details of the PDP Legislative Proposal
The bill, introduced by PDP legislator Waheed Parra, aims to establish 16 new districts across Jammu & Kashmir and create two additional administrative divisions. Currently, J&K is divided into two divisions—Jammu and Kashmir—each comprising 10 districts. The proposed changes would significantly alter the administrative landscape of the region.
BJP's Conditional Support and New Demands
BJP has stated that the bill should be tabled for debate, expressing support for the creation of additional districts and divisions. However, the party has raised objections to the proposed names "Pir Panjal" and "Chenab Valley" for the new divisions covering Rajouri–Poonch and Doda–Kishtwar–Ramban areas, respectively.
"There is no harm in creating additional districts and divisions," said BJP MLA Sham Lal Sharma. He further revealed that the BJP would advocate for a third new division combining Udhampur and Reasi, which would bring the total number of divisions in Jammu to four.
A Stark Departure from Previous BJP Position
This new stance represents a complete reversal from the BJP's earlier position. Previously, party spokesperson Altaf Thakur had denounced the bill as a conspiracy aimed at transforming J&K into "Greater Kashmir," alleging it aligned with what he described as Pakistan's designs from the 1990s. The current support signals a strategic shift in the party's approach to regional administrative matters.
National Conference's Reserved Response
The National Conference has signaled caution regarding the proposal. Party spokesperson Tanvir Sadiq pointed out that both the Union government and the J&K administration have frozen administrative boundaries until 2027 through a 2025 order. "We support regional empowerment, but any reorganisation must be transparent, data-driven, and aligned with census and delimitation processes," Sadiq emphasized, highlighting the need for thorough evaluation before implementation.
Implications and Broader Context
This development occurs amidst ongoing geopolitical tensions in the Middle East, including conflicts involving Israel, Iran, and the United States, which have seen threats to US universities and missile strikes. However, the focus in J&K remains on domestic administrative reforms. The BJP's endorsement of the PDP bill could pave the way for collaborative efforts in reshaping the region's governance structure, provided concerns from all parties are addressed.
