Cabinet notes monitoring module faces compliance gaps even after one year

The Cabinet Secretariat has noted that several central ministries are not uploading information about Cabinet notes circulated for inter-ministerial consultations on the online monitoring module, which is causing difficulty in tracking the time taken in the consultation process. This comes even a year after the government introduced the module to review delays in finalisation of Cabinet notes.

The module was developed on the recommendations of a Committee of Secretaries to expedite the time taken by each department in finalising Cabinet notes related to key policy decisions of the Union government. In May 2025, all ministries were asked to upload details of Cabinet notes on it.

Despite this, many ministries have failed to do so. As a result, the Cabinet Secretariat has issued multiple reminders, including on February 12 and May 6 this year, urging ministries to regularly fill in the necessary details.

In a letter dated May 6, 2026, accessed by The Tribune, the Cabinet Secretariat informed all Union secretaries that the Inter-Ministerial Consultations (IMC) module had been prepared on the e-Samiksha portal to monitor delays at various stages in finalisation of Cabinet notes. The letter stated that ignorance in feeding the dates timely on the module may show huge pendency on the part of ministries and may affect their score in the administrative score card, which is prepared based on performance reflected on this module.

The Secretariat noted that some ministries were not uploading information about Cabinet notes circulated for inter-ministerial consultations, which is causing difficulty in monitoring the time taken in the consultation process. The letter requested all secretaries to regularly enter the necessary details regarding Cabinet notes on the module and stressed that the instructions must be complied with strictly.

The May 6 order is the third reminder issued on the matter. The first advisory was circulated on May 14, 2025, shortly after the module was launched.
