Rahul Gandhi and the Congress high command are in a bind over the Punjab Congress presidency. Despite persistent demands from a faction to replace Amrinder Singh Warring as state party chief, sources indicate the top leadership is unlikely to yield. The standoff marks the first time in recent Congress history that a state faction has openly challenged a decision by Rahul Gandhi after it was made.
Warring Holds Rahul's Support
Party insiders point to a growing distrust of former Chief Minister Charanjit Singh Channi within the Congress, and Warring's continued proximity to Rahul. Warring became Punjab Congress president at Rahul's behest after the party's disastrous 2022 assembly election performance, when it won only 18 seats out of 117. At that time, no other leader was willing to take the role.
"Warring agreed to become Punjab Congress chief at Rahul's behest when no one was willing to accept the role after the Congress Party's 2022 Punjab election drubbing," a source said. The source added that Warring remains Rahul's man and continues to enjoy his protection and support in state politics.
Channi's Rise and Factional Friction
Channi, who started as an independent MLA from Chamkaur Sahib in 2007, joined the Congress in 2021 and retained his seat. He was appointed Chief Minister in September 2021, replacing Amarinder Singh, and became the first Dalit CM of Punjab. However, party leaders note that Channi lost both his seats in the 2022 assembly elections, undercutting his electoral clout.
Despite this, in the latest reshuffle, Congress gave Channi the most prominent election role as state campaign chief. "Charanjit Singh Channi's importance has been honored in the rejig," a source said, adding that the party balanced other interests to present a united front.
Dalit Factor and BJP Threat
Channi remains an important leader of the Scheduled Caste Sikh community, hailing from the Ramdasia sub-caste. Any decision regarding Channi must be carefully weighed, as his alienation could benefit the BJP, which has been aggressively wooing Punjab's Dalits. "Whatever the Congress decides about Channi would have to be carefully weighed, considering Channi remains an important leader of the Scheduled Caste Sikh community," a party insider noted.
The rival camp has raised Warring's inability to get his wife to win the Gidderbaha by-election. But the same logic applies to Channi, who lost both his seats in 2022. One section in the Congress has grown increasingly wary of Channi, with speculation rife about his next moves and whether he intends to step away from the Congress fold to chart another course.
