Chhattisgarh Chief Minister Unveils Bastar 2.0 Blueprint to Prime Minister Modi

Chhattisgarh Chief Minister Vishnu Deo Sai presented a comprehensive and ambitious "Bastar 2.0" development blueprint to Prime Minister Narendra Modi during a high-level meeting in New Delhi on Tuesday. This detailed roadmap aims to fundamentally transform the Bastar region through a multi-pronged strategy focusing on infrastructure enhancement, tourism promotion, startup incubation, and innovation-led economic growth.

Infrastructure and Connectivity Expansion

The blueprint places significant emphasis on improving physical connectivity and social infrastructure across Bastar. Under the proposed plan, the state government has outlined the construction of 228 new roads and 267 bridges, with a targeted completion of all pending works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) by the year 2027. Additionally, proposals for 61 supplementary projects have been formally submitted to the central government, seeking special financial assistance to accelerate development.

Further infrastructure initiatives include achieving universal electrification across the region, expanding primary healthcare facilities to remote areas, and constructing transit hostels to accommodate doctors serving in these underserved locations. In the education sector, the plan proposes upgrading 45 existing 'Porta Cabin' schools into permanent, durable buildings to provide better learning environments for students.

Agricultural and Livelihood Enhancement

A core component of Bastar 2.0 is the strengthening of the region's agrarian economy. Two major irrigation projects on the Indravati river at Deurgaon and Matnar are expected to bring approximately 31,840 hectares of land under irrigation, significantly boosting agricultural productivity and sustainability, according to government officials.

The livelihood generation strategy is particularly ambitious, with the state aiming to double household incomes within three years. The target is to increase the monthly earnings of a majority of families from the current Rs 15,000 to Rs 30,000 by 2029. To achieve this, initiatives like 'Niyad Nellanar 2.0' will be expanded to more districts to ensure last-mile delivery of government services, while the 'Bastar Munne' programme will organize camps in every gram panchayat to provide on-the-spot access to welfare schemes and grievance redressal mechanisms.

Entrepreneurship, Tourism, and Youth Engagement

To foster a culture of innovation and self-employment, a dedicated startup policy under the 'Anjor Vision 2047' framework aims to nurture and support 5,000 startups by 2030. This initiative is designed to create new economic opportunities and drive job creation in the region.

Tourism development is identified as another major pillar of the transformation plan. Key projects include upgrading prominent destinations such as Chitrakote and Tirathgarh waterfalls and the Kanger Valley National Park. Adventure tourism initiatives, including a proposed canopy walk and glass bridge, are in the pipeline, alongside cultural events like the Bastar Olympics and Bastar Pandum festivals to reposition the region's image and attract visitors.

For youth engagement, the blueprint proposes the construction of 15 stadiums and two multi-purpose halls to promote sports and recreational activities. Officials noted that more than one lakh youth have already been trained under various skill development programmes, with approximately 40,000 successfully placed in jobs.

Political Support and Future Prospects

Chief Minister Sai credited the central government's consistent support for restoring peace and stability in Bastar, stating that the region is now poised to enter a new phase of rapid development. He formally invited Prime Minister Modi to visit Bastar after the monsoon season, emphasizing that such a visit could fast-track key projects and mark the beginning of a "new growth phase" for the area.

Major projects proposed for potential launch during the Prime Minister's visit include the Rowghat–Jagdalpur railway line, expansion of Jagdalpur airport, a super-specialty hospital, a medical college in Dantewada, and the establishment of education hubs in Jagargunda and Orchha.

CM Sai articulated that the Bastar 2.0 vision builds on the foundational idea of transforming the region into a hub of peace and progress. He highlighted that with the significant decline of left-wing extremism, Bastar is witnessing a profound societal shift—from an atmosphere of fear to one brimming with opportunity and hope for its residents.
