Odisha CM Mohan Charan Majhi Condemns Congress for Blocking Women's Reservation Implementation
In a strongly worded press conference held in Bhubaneswar on Sunday, Odisha Chief Minister Mohan Charan Majhi launched a scathing attack on the Congress party, accusing it of deliberately blocking enhanced political representation for women in both Parliament and state legislative assemblies. The chief minister stated that those celebrating this obstruction are displaying profound arrogance and short-sightedness that undermines democratic progress.
Women's Excellence and Population Representation Highlighted
Chief Minister Majhi emphasized that women have consistently demonstrated excellence across all sectors of society and constitute nearly half of India's massive 140-crore population. Given this demographic reality, he argued that greater participation of women in legislative bodies is not merely desirable but absolutely essential for balanced governance and inclusive policy-making.
"The Congress party has repeatedly shown its lack of genuine commitment to women's empowerment through such obstructive actions," Majhi declared during the press briefing. He provided specific figures, noting that if the women's reservation legislation had been successfully implemented, approximately 272 women would have entered the Lok Sabha, fundamentally transforming the gender composition of India's lower house of Parliament.
September 17 Declared a 'Black Day' in Indian Democracy
The Odisha chief minister made a dramatic historical assessment, stating that "the 17th of this month will go down as a 'black day' in the history of Indian democracy" due to the opposition's successful blocking of the women's reservation implementation. However, Majhi was careful to clarify that this setback represents a defeat not for women themselves, but rather for what he characterized as the opposition's regressive mindset.
Majhi issued a warning to political opponents, asserting that "the women of India will give them a befitting reply when they cast their votes in the coming elections." This statement suggests that the BJP intends to make women's reservation a significant electoral issue in future state and national polls.
BJP Leaders Highlight Government's Commitment and Opposition Hypocrisy
Addressing the same press conference, BJP Member of Parliament from New Delhi, Bansuri Swaraj, provided additional context and criticism. She reminded attendees that the Nari Shakti Vandan Adhiniyam (Women's Reservation Act) was passed unanimously in September 2023 with support from all political parties, including the Congress.
Swaraj alleged that while Prime Minister Narendra Modi has consistently pledged to implement women's reservation starting from 2029, opposition parties have effectively "stabbed the Matru Shakti of the country in the back" through their obstructionist tactics. She further accused opposition parties of wanting to limit women's political role to polling booths rather than allowing them substantive legislative participation.
"Congress always speaks reverently of Bharat Ratna Dr. Bhimrao Babasaheb Ambedkar and the Constitution," Swaraj noted, "but when the time came to actually account for women's constitutional rights, this same party effectively strangled those very constitutional principles."
Four-Decade Wait and Political Gamesmanship Alleged
The BJP MP highlighted the historical context of the women's reservation struggle, pointing out that "the Matru Shakti of the country has been waiting for their rights for the past 40 years." During this extended period, she alleged that opposition parties knowingly raised various procedural and political issues, engaged in what she characterized as petty politics, and ultimately prevented the implementation of legislation that would have significantly advanced gender equality in political representation.
Swaraj's comments suggest a narrative of deliberate obstruction rather than legitimate parliamentary disagreement, framing the opposition's actions as calculated moves to deny women their rightful place in India's legislative bodies despite decades of advocacy and preparation.
No Immediate Response from Congress
At the time of the press conference, no immediate response was available from the Congress party regarding the specific allegations made by Chief Minister Majhi and BJP leaders. This absence of counter-argument allowed the BJP's narrative to dominate the initial news cycle following the press briefing in Bhubaneswar.
The political confrontation over women's reservation continues to intensify as both major national parties position themselves on what has become one of the most significant gender equality issues in contemporary Indian politics. With state and national elections approaching, the implementation timeline and political responsibility for delays have emerged as potentially decisive electoral issues that could influence voting patterns among India's massive female electorate.
