VK Saxena's Tenure as Delhi LG: A Legacy of Development and Discord
New Delhi: The tenure of VK Saxena, who served as Lieutenant Governor of Delhi for nearly four years, was characterized by a dual narrative of ambitious urban development projects and an unprecedented, high-conflict relationship with the Aam Aadmi Party (AAP) government. Saxena assumed office in May 2022 and immediately embarked on a proactive approach, with his first inspection focusing on the road from Dhaula Kuan to the Indira Gandhi International Airport, setting the tone for a hands-on administration.
Major Development Initiatives Under Saxena's Leadership
One of the most significant achievements during Saxena's tenure was the transformation of encroached land along the Yamuna River into expansive green public spaces. As the head of the Delhi Development Authority (DDA), which owns most of this land, Saxena leveraged court orders to vacate encroachments and create five key parks: Asita (225 acres), Baansera (37 acres), Vasudev Ghat (225 acres), Yamuna Vatika (450 acres), and the Amrit Bio-diversity Park (225 acres). These areas have not only enhanced public access to nature but have also been monetized through regular ticketed events, contributing to revenue generation.
In addition to environmental projects, Saxena prioritized heritage conservation. The Mehrauli Archaeological Park, spanning 200 acres and housing over 60 heritage structures, saw rapid restoration, with the first monuments opened to the public within eight months of his initial visit. Other notable restorations included Sanjay Van (Anang Pal Tomar Van), which preserves Delhi's pre-Islamic history, and sites like Qila Rai Pithora, Anangtal Baoli, Lalkot Baoli, Shalimar Bagh, and St James Church in Kashmere Gate, showcasing Indo-Mughal architecture and historical significance.
Financial Turnaround and Governance Challenges
Under Saxena's chairpersonship, the DDA achieved a revenue surplus between 2023 and 2025, ending a 12-year deficit. This financial boost was attributed to strategies such as introducing a luxury flats segment, increasing token money, implementing first-come-first-serve allocations and e-auctions, and removing restrictions on property ownership in Delhi for DDA housing applicants.
However, Saxena's tenure was equally defined by persistent conflict with the AAP government. The first major flashpoint occurred shortly after he took office, when he held a meeting with Delhi Jal Board officials to issue directions on water and sewage management, which AAP ministers criticized as overstepping his authority. This incident set a precedent for regular public statements from the LG's office responding to allegations from the elected government, a practice previously uncommon.
Saxena also recommended central agency inquiries against the AAP government on multiple issues, including the excise policy, classroom construction, and bus procurement. Notably, many of these recommendations stemmed from complaints initially raised by the Congress party. The conflict escalated to legal battles, with the elected government approaching courts on at least 12 occasions. A pivotal issue was the control over the services department; while the Supreme Court initially ruled in favor of the government, subsequent measures like an Ordinance and the Government of National Capital Territory of Delhi (Amendment) Act, 2023, ultimately placed officer control under the LG, altering Delhi's governance framework significantly.
