Election Commission Elevates West Bengal Returning Officers to Senior Administrative Level
In a landmark decision aimed at reinforcing electoral integrity, the Election Commission of India has mandated a significant upgrade for returning officers (ROs) across West Bengal's 152 assembly constituencies. For the first time in the state's history, these critical electoral positions will now be held by officers at the level of sub-divisional magistrate (SDM) or sub-divisional officer (SDO) and above, bringing West Bengal in line with the established norms followed throughout the rest of the country.
A Historic Shift Towards Enhanced Electoral Fairness
This strategic move is widely perceived as a substantial boost to ensuring free and fair assembly elections in West Bengal. Senior administrative officers, by virtue of their experience and position, are generally regarded as less susceptible to bias and partisan conduct, particularly towards the ruling political establishment. The elevation of ROs to the SDM/SDO level is expected to instill greater public confidence in the electoral process and mitigate concerns over potential undue influence.
Sources within the Election Commission have described this development as historic. Remarkably, since India's Independence, West Bengal stood as the sole state where returning officers were appointed at a level lower than or equivalent to the SDM. Every other state and union territory had consistently provided officers of SDM or SDO rank and above for these crucial electoral duties.
Ending a Longstanding Anomaly
The Election Commission had issued explicit instructions on June 26, 2023, directing all states to appoint ROs at the SDM/SDO level or higher. "West Bengal is the only state that did not honour the EC instructions dated 26.06.2023 in this regard," stated an EC official. "The state had been persistently providing junior officers, such as block development officers (BDOs), for appointment as returning officers."
Persistent in its efforts to rectify this discrepancy, the Election Commission sent formal reminders to the West Bengal government on January 20 and February 2, 2026, urging compliance with the seniority norms. After sustained insistence from the EC, the state government finally consented to spare officers of the requisite seniority to serve as returning officers for the upcoming polls.
Official Notification for Forthcoming Assembly Elections
Based on this agreement, the Election Commission officially issued a notification on Thursday, appointing returning officers for all 294 assembly constituencies in West Bengal for the forthcoming assembly elections. This comprehensive appointment includes the 152 constituencies where the state government had previously proposed only junior-level officers.
The resolution of this longstanding issue marks a critical step towards standardizing electoral administration across India. By ensuring that returning officers in West Bengal now possess the same seniority and administrative heft as their counterparts nationwide, the Election Commission aims to uphold the highest standards of neutrality and procedural rigor in one of the country's most politically significant states.
