Goa Chief Minister Pramod Sawant Open to Women's Reservation in His Constituency
While uncertainty persists regarding whether the number of assembly seats in Goa will increase to accommodate the 33% reservation for women, Chief Minister Pramod Sawant stated on Wednesday that he would have no objections if his own constituency of Sanquelim were reserved for women.
Clarity on Seat Increase Awaits Detailed Deliberations
Sawant emphasized that clear details about the potential increase in seats within the Goa Legislative Assembly will only emerge after comprehensive discussions with the Central government. "There is no final clarity as yet as to whether it is 33% of the current 40 seats in the state assembly," he remarked. "How many seats will increase in the assembly of a small state like Goa remains an open question. Discussion on the bill will bring clarity on this issue."
National vs. State-Level Implementation Challenges
The Chief Minister noted that while the reservation formula is straightforward at the national level, translating to 273 seats in the Lok Sabha, the situation becomes more complex at the state level. He made these comments during two separate events aimed at raising awareness about the 'Nari Shakti Vandan Adhiniyam', commonly known as the Women's Reservation Bill. Sawant affirmed that Goa is eagerly anticipating the implementation of the 33% reservation for women in legislative bodies.
Union Government's Proposal and Implementation Timeline
The Union government has proposed increasing the number of seats in state and Union Territory assemblies to effectively accommodate the women's quota. However, the exact number of additional seats required, particularly for smaller states like Goa with its current 40-member assembly, has not been finalized. Sawant explained that each state will need to pass specific bills to enact the 33% reservation, which will be implemented based on the 2011 Census figures. The primary objective is to ensure that reserved seats for women are in place for the 2029 general elections.
Potential Seat Increase and Personal Stance
At one point during his address, Sawant suggested that Goa's assembly seats could potentially increase to 45, but he quickly clarified that this remains uncertain. Regardless of the final outcome, he stated unequivocally that he would "not mind if constituencies remain at 40 or even if my own constituency is reserved for women."
Broader Discussions and State-Specific Considerations
Sawant added that ongoing discussions regarding the bill are expected to provide much-needed clarity, especially concerning how the reservation will be practically implemented across diverse states. This includes large states like Maharashtra and Uttar Pradesh as well as smaller states such as Goa and Tripura, each with unique demographic and political landscapes.
