Panaji: In a significant legislative move, South Goa Member of Parliament Viriato Fernandes introduced the Constitutional (Amendment) Bill 2025 in the Lok Sabha, with a firm commitment to safeguarding the environment and land in the coastal state. "There is an urgent need to protect Goa's limited natural and cultural resources from the impacts of unplanned and unsustainable development that threatens to erode its long-term ecological and social fabric," Fernandes stated. He expressed optimism that the enactment of this bill will empower Goa to preserve its unique character while pursuing sustainable development, thereby securing its legacy for future generations.

The Constitutional (Amendment) Bill 2025 encompasses multiple dimensions aimed at holistic protection and promotion of Goa's assets.
Cultural and Heritage Preservation
To preserve Goan identity, the bill seeks to promote the state's language, arts, and cultural traditions such as Tiatr, Fugdi, Dhalo, and Dekni. In terms of historical heritage, it focuses on conservation efforts for unique architectural and historical sites, reflecting the resilience of Goa's past.
Environmental and Land Safeguards
Regarding environmental and land protection, the bill enables restrictions on land alienation in sensitive areas, promotes sustainable development practices, and protects traditional livelihoods. It specifically aims to ensure that all eco-sensitive zones, including no-development zones, forest land (both public and private), marine eco-sensitive areas, orchard land, plateaus, aquifers, low-lying agricultural fields, eco-sensitive khazans, mangroves, and areas under the Coastal Regulation Zone (CRZ) are protected and preserved.
