The Haryana Government has initiated preparations for the population enumeration phase of the Census of India 2027 by launching a pre-test exercise in selected sample areas across the state. The field enumeration component of this pre-test is scheduled to run from July 6 to July 18, 2026.

Pre-Test Objectives and Scope

Dr. Sumita Misra, Financial Commissioner of the Revenue and Disaster Management Department and the state’s nodal officer for Census 2027, stated that the pre-test field exercise is designed to ensure a smooth, accurate, and efficient Census operation. The exercise will help identify potential challenges and refine procedures before the full-scale Census begins.

Before the start of field enumeration, eligible residents in the notified sample areas were given the opportunity to self-enumerate from July 1 to July 5 through a prescribed digital platform. This voluntary submission of Census details allows residents to participate digitally, reducing the workload on enumerators and improving data accuracy.

Digital Self-Enumeration Option

The self-enumeration phase, which concluded on July 5, enabled households in sample areas to submit their information online. This approach aligns with the Census of India's increasing use of digital tools to streamline data collection. The pre-test will evaluate the effectiveness of this digital option alongside traditional door-to-door enumeration.

Dr. Misra emphasized that the pre-test is a crucial step in preparing for the decennial Census, which provides essential data for policy planning, resource allocation, and administrative decisions. The Haryana government is coordinating with the Office of the Registrar General and Census Commissioner of India to ensure the pre-test meets national standards.

Field Enumeration Details

From July 6 to July 18, field enumerators will visit households in the selected sample areas to collect data. These enumerators have been trained to use digital devices for data entry, ensuring real-time upload and monitoring. The pre-test will cover a representative cross-section of urban and rural areas to test logistics, questionnaire design, and public cooperation.

The Census of India 2027 is the 16th national Census and the first to be conducted primarily through a digital platform, with self-enumeration as a key feature.
