Key Appointments and Transfers in Gurgaon and Karnal

Ajay Kumar, a 2013-batch IAS officer who had been serving as the deputy commissioner of Gurgaon since November 2024, has been appointed as the deputy principal secretary 2 to the chief minister of Haryana. This position is newly created, reflecting the government's focus on strengthening the chief minister's office with experienced bureaucrats.

Kumar will be succeeded by Uttam Singh, a 2015-batch IAS officer. Singh was previously serving as the deputy commissioner of Karnal and the CEO of Karnal Smart City. He has also held the position of deputy commissioner of Hisar in the past. Singh holds a BSc in mathematics from the University of Rajasthan, Jaipur, and an MCA in computer science from Jai Narain Vyas University, Jodhpur, bringing a blend of technical and administrative expertise to his new role in Gurgaon.

Other Significant Transfers Across Departments

In other key transfers, Anand Kumar Sharma, who was the municipal commissioner of Rohtak and administrator of HSVP Rohtak, has been appointed as the deputy commissioner of Karnal. This shift is part of the government's strategy to rotate officers and infuse fresh perspectives into various districts.

Vineet Garg, the chairman of the Haryana State Pollution Control Board (HSPCB), will now serve as the additional chief secretary (ACS) of the Printing and Stationery Department. This move indicates a focus on administrative roles in departmental management.

Anurag Agarwal, who was the ACS of the town and country planning and urban estates department, has been given additional charge as the ACS of the irrigation and water resources department. This dual responsibility underscores the government's intent to consolidate expertise in critical infrastructure sectors.

Pankaj Agarwal, previously serving as the ACS of the irrigation and water resources department, has been posted as the ACS of the architecture department. This transfer highlights the rotational nature of the reshuffle, aiming to optimize officer placements based on departmental needs.

Additional Charges and Portfolio Adjustments

J Ganesan, currently holding multiple portfolios including secretary of food supplies and consumer affairs, housing for all, CEO of several special purpose vehicles (SPVs), and managing director of HATRON, has been given additional charge as the chairman of HSPCB and commissioner of the public engineering department. This expansion of roles suggests a trust in his multifaceted administrative capabilities.

Atul Kumar, the transport secretary, has been given additional charge as the commissioner and secretary of the finance department. This move aligns with efforts to integrate transport and financial planning for better resource allocation.

Dusmantra Kumar Behra, the labour commissioner, has been transferred as the secretary of the revenue and disaster management department. Meanwhile, Mani Ram Sharma, the registrar of cooperative societies, has been posted as the secretary of the health department. These transfers are designed to address gaps and strengthen governance in vital public service areas.

This bureaucratic reshuffle by the Haryana government is expected to bring about improved administrative efficiency and better coordination across departments, ultimately benefiting the state's development and public service delivery.
