Maharashtra Minister: 99% Marriages Dowry-Free, MLAs Cite Deaths

Maharashtra Minister's Dowry-Free Marriage Claim Sparks Assembly Debate

In a contentious session of the Maharashtra legislative assembly on Monday, junior home minister Pankaj Bhoyar made a striking assertion that has drawn sharp criticism from women legislators. Contradicting their grave concerns about the prevalence of dowry-related deaths in the state, Bhoyar claimed that "99% of the marriages in our society are conducted without dowry."

MLA Jyoti Gaikwad Highlights Disturbing Cases

The minister's statement came in response to questions raised by MLA Jyoti Gaikwad, who cited several alarming instances of dowry harassment and subsequent suicides. Gaikwad specifically mentioned a tragic case involving a woman engineer who died by suicide after enduring persistent harassment from her mother-in-law, who served as a sarpanch.

"These are not isolated incidents," Gaikwad emphasized, urging the government to take stronger action against the deep-rooted social evil of dowry.

Minister Presents Dowry Case Statistics

While acknowledging the need for improved awareness, Bhoyar argued that cases of dowry harassment and deaths have actually decreased in Maharashtra. He provided detailed annual data to support his position:

  • 2021: 172 cases lodged, 534 arrests made
  • 2022: 180 cases lodged, 515 arrests made
  • 2023: 170 cases lodged, 381 arrests made
  • 2024: 139 cases lodged, 234 arrests made
  • 2025: 138 cases lodged, 313 arrests made

The minister suggested that these declining numbers indicate progress, though he conceded that more needs to be done to eradicate the practice completely.

Contrasting Perspectives on Social Reality

The exchange highlighted a significant disconnect between the government's statistical interpretation and the lived experiences presented by women MLAs. While Bhoyar focused on quantitative reductions, the legislators emphasized qualitative human suffering and systemic failures in protection.

This debate underscores the ongoing challenge of addressing dowry-related violence in Maharashtra, where legal measures and social attitudes continue to clash. The assembly session revealed deep divisions in how different stakeholders perceive and respond to this persistent social issue.
