The monsoon session of the Madhya Pradesh assembly is scheduled to be held in July, with preparations underway at both the assembly secretariat and government levels. The session will commence on July 20 and continue until July 24.
Supplementary Budget and Key Bills
The government will present the first supplementary budget during this session. All departments have been directed to submit their demand proposals by June 13. A circular issued to departments clarifies that new heads or proposals imposing additional financial burdens on the state will not be included, and proposals for purchasing new vehicles will not be entertained. Departments can only send proposals for which advances have been sanctioned from the state contingency fund, or for works approved by the Government of India under special capital assistance schemes.
Approximately five bills are expected to be introduced in this brief session.
MP Code on Empowering Work Spaces, 2026
The government will bring the MP Code on Empowering Work Spaces, 2026, aimed at deregulating the sector as per union government directives. This code will allow shops and establishments to remain open 24 hours and permit women to work at night, provided employers comply with labour laws. The government believes that night shifts and extended working hours will boost employment for both men and women. However, the state may separately notify non-working hours for specific establishments, such as liquor shops.
Uniform Civil Code (UCC)
The government will also push for the Uniform Civil Code in the assembly. A six-member committee was constituted on April 27 to draft the UCC. The committee is required to submit a draft bill and a detailed report within 60 days, i.e., by the end of June. If the timeline is not extended, the draft could be presented in the assembly next month.
Simhastha Act for Ujjain 2028
The Simhastha Act for the Ujjain Simhastha 2028 may also be introduced, replacing the 71-year-old Madhya Bharat Simhastha Mela Act, 1955. The new act is currently under consideration at the senior secretaries' level.
Heated Debate Expected Over Rajya Sabha Elections
A contentious issue likely to heat up the assembly is the recent Rajya Sabha elections in Madhya Pradesh, where Congress candidate Meenakshi Natrajan's nomination was rejected due to her failure to disclose a pending criminal case in Hyderabad in her election affidavit. The opposition and treasury benches are expected to trade barbs on this matter.
