Nagaland Chief Minister Calls for Resolution of Dimapur Railway Station Land Disputes
In a significant address to the Nagaland Legislative Assembly, Chief Minister Neiphiu Rio underscored the critical importance of reaching an amicable settlement regarding the longstanding land issues surrounding the historic Dimapur railway station. He noted that the station was inaugurated in 1903, making it over 120 years old. This predates the formation of Nagaland as a state in 1963 by several decades.
Rio explained that at the time of the station's establishment, certain constitutional provisions related to land ownership in the state did not exist. Railway authorities had already occupied and measured the land for railway purposes long before Nagaland came into being as a state. This historical anomaly has created a complex legal and administrative situation that persists to this day.
Encroachment Issues and Administrative Regularization
The Chief Minister observed that over the years, while railway authorities remained largely silent on the matter, encroachments on the railway land gradually increased. He also highlighted that administrative authorities had regularized some of these encroachments over time, which has further complicated the present scenario. This regularization has added layers of complexity to an already challenging situation, making resolution more difficult.
Path Forward: Dialogue and Reasonable Compensation
Rio emphasized that constructive dialogue between the state government and Indian Railways is absolutely necessary to find an amicable solution. This dialogue should particularly focus on compensation or other appropriate arrangements for landowners whose properties are affected by the railway station's operations and planned development.
However, the Chief Minister issued a clear caution regarding compensation demands. He stated that while fair compensation is essential, demands should not be made at excessively high rates that could derail the negotiation process or make development financially unfeasible. The goal, he reiterated, is to balance the rights of landowners with the broader public interest in developing this critical infrastructure.
