Patna District Magistrate Chairs Key Meeting on SC/ST Act Implementation

In a significant administrative review, District Magistrate Thiyagarajan S M presided over a meeting of the district vigilance and monitoring committee in Patna on Tuesday. The session focused on evaluating the enforcement and outcomes of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, along with its associated Rules from 1995.

Financial Compensation and Support Details

During the meeting, District Welfare Officer Sanjiv Kumar Ratan presented a comprehensive financial report. He disclosed that from January to the present date, a total of Rs2.09 crore in compensation has been disbursed to 288 individuals across 197 cases. Looking ahead, the administration reported that in 2025, Rs7.52 crore was allocated to 1,062 beneficiaries, highlighting ongoing efforts to provide financial relief under the Act.

Officials further elaborated that 137 people are currently receiving regular pension payments as part of the Act's provisions. In a move to support dependents, under Rule 15(1)(d), 12 individuals were provided with Group D employment in government undertakings, with postings arranged near their residences to facilitate convenience and stability.

Administrative Directives and Legal Proceedings

District Magistrate Thiyagarajan issued clear instructions to Sub-Divisional Officers (SDOs) and Sub-Divisional Police Officers (SDPOs). They were directed to personally visit incident sites to initiate legal proceedings promptly and ensure the implementation of relief measures for affected parties. Emphasis was placed on adhering to statutory timeframes for filing investigation reports and chargesheets, as stipulated by the rules, to maintain judicial efficiency.

The report also highlighted an existing system to pay travel and daily allowances to witnesses appearing in court under Rule 11(1), ensuring their participation without financial hardship.

Additional Initiatives and Rehabilitation Efforts

The meeting addressed broader social welfare initiatives, including the organization of camps in mahadalit localities. These camps aim to provide land to landless families and facilitate access to various state schemes, enhancing socio-economic inclusion. SDOs received directives to process ration cards efficiently and monitor the distribution of foodgrains to prevent discrepancies.

In the health sector, the civil surgeon was instructed to conduct camps at primary health centres for the issuance of unique disability ID cards, streamlining support for individuals with disabilities.

Focus on Manual Scavenging Prohibition

In a separate but related discussion, the committee convened to monitor the implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013. This session underscored the administration's commitment to eradicating manual scavenging and ensuring the rehabilitation of affected workers, aligning with national efforts to promote dignity and safety in labor practices.

Overall, the meeting reinforced Patna's proactive approach to upholding the SC/ST Act and related laws, with a focus on compensation, legal adherence, and holistic rehabilitation for marginalized communities.
