Press Council of India Issues Strict Guidelines for Fair Election Reporting
In a decisive move ahead of a busy election season, the Press Council of India (PCI) has directed print media outlets to adhere strictly to principles of fair and objective reporting. The Council's advisory, released on March 27, aims to tighten guardrails around election coverage, with a particular focus on curbing paid news and prohibiting exit polls until all voting concludes.
Detailed Dos and Don'ts for Assembly Elections and Bypolls
The PCI issued two press releases outlining comprehensive guidelines for reporting during the upcoming assembly elections in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as bypolls across multiple states. Emphasizing the critical role of media in a democracy, the Council stated, "General Election is a very important feature of our democracy and it is imperative that the media transmits to the electorate fair and objective reports of the election campaign by the contesting parties."
Newspapers have been cautioned against engaging in unhealthy election campaigns or publishing exaggerated reports that favor any candidate or party. The advisory also highlights the risks of divisive reporting, urging the press to avoid content that could promote enmity or hatred based on social or religious lines.
Curbing Paid News and Ensuring Balanced Coverage
A key element of the PCI's directive is the crackdown on paid news, defined as "Any news or analysis appearing in any media (print and electronic) for a price in cash or kind as consideration." The Council listed warning signs, including:
- Identical reports appearing across multiple publications
- Unverified allegations against candidates
- Coverage that disproportionately favors a particular candidate
On opinion polls and surveys, the PCI urged media outlets to exercise caution, warning that such content could be manipulated to mislead voters. "The newspapers should be on guard against their precious forum being used for distortions and manipulations of the elections," it advised.
Strict Ban on Exit Polls and Legal Compliance
Invoking Section 126A of the Representation of the People Act, the PCI reinforced the legal prohibition on exit polls during the notified period. The Council explicitly stated, "No person shall conduct any exit poll and publish or publicize... the result of any exit poll during such period." To ensure compliance, it added, "No newspaper shall publish exit-poll surveys, however genuine they may be, till the last of the polls is over."
The advisory also calls for balanced reporting, thorough verification of claims, and strict adherence to directions issued by the Election Commission of India. These measures are designed to uphold the integrity of the electoral process and ensure that voters receive accurate and unbiased information.
By issuing these guidelines, the Press Council of India aims to foster a media environment that supports democratic principles, promotes transparency, and prevents misinformation during critical election periods.
