Heated Parliament Debate Erupts Between Amit Shah and Akhilesh Yadav Over Women's Reservation Bill
A special session of Parliament on Thursday witnessed a fiery exchange between Union Home Minister Amit Shah and Samajwadi Party (SP) chief Akhilesh Yadav, as lawmakers discussed crucial legislation including the Constitution Bill, Union Territories Laws, and the Delimitation Bill. The debate centered sharply on the proposed Women's Reservation Bill, with Yadav launching a strong critique of the government's approach.
Yadav Questions Urgency, Demands Census First
Speaking in the Lok Sabha, Akhilesh Yadav directly challenged the Centre's "urgency" to introduce the Women's Reservation Bill without conducting an updated Census. The SP leader accused the government of deliberately avoiding a caste-based enumeration that would reveal critical demographic data.
"Why is the Centre rushing for women's reservation? We are in favour but why do you not want a Census to be done? Start with the Census first," declared Yadav, clarifying that while his party supports women's reservation in principle, they oppose its implementation through delimitation without proper population data.
Yadav elaborated further, suggesting political motives behind the delay: "They are delaying the census because when it happens, we will ask for the caste-based census, and they don't want it." This statement highlighted the underlying tension between the government and opposition regarding how reservation policies should be structured and implemented.
Shah Counters, Assures Caste Census Underway
In a robust response, Home Minister Amit Shah provided detailed clarification about the government's census process. "The Census process has already started across the country, and after that, we will also conduct a caste-based census," Shah asserted, directly addressing Yadav's concerns.
Shah explained the current status: "Currently, the House Listing is under way; homes don't belong to a certain caste. If SP has its way, it will designate a caste to homes also. I want to assure the House that the Census is going to happen with the caste census as well." This remark contained a pointed jab at the opposition's approach while offering reassurance about the government's comprehensive plans.
Religion-Based Reservation Sparks Further Controversy
The debate intensified when Shah declared that "based on religion, reservation of any kind for Muslims is unconstitutional." This statement prompted Yadav to question whether Muslim women would be excluded from the proposed reservation framework.
"Will Muslim women, who make up half the population, also get separate reservations?" asked Yadav, probing the implications of the government's position on religious considerations in reservation policies.
Shah responded sharply: "We are not stopping the Samajwadi Party from giving all their tickets to Muslim women," escalating the political tension further. The exchange grew so heated that Lok Sabha Speaker Om Birla had to intervene, urging members to maintain decorum during the parliamentary proceedings.
Delimitation Bill Details and Opposition Concerns
The Constitution Amendment Bill under discussion proposes significant structural changes to India's legislative bodies. According to the legislation, the strength of the Lok Sabha would increase from 543 to a maximum of 850 seats, with this expansion designed to operationalize the women's reservation law ahead of the 2029 general elections.
The proposed delimitation exercise would:

- Redraw territorial constituencies across the country
- Use population data from the 2011 Census for these revisions
