The city of Raipur is undergoing a massive security transformation as an advance team of the elite Special Protection Group (SPG) arrived on Tuesday to oversee ground-level security preparations for the upcoming 60th All India DGP-IGP Conference. The high-profile internal security meeting will be held at the IIM campus in Naya Raipur from November 28 to 30, turning the region into one of the country's most fortified zones.
Unprecedented Security Measures
The SPG unit has begun conducting detailed inspections of all critical locations, including Raipur airport, the IIM conference venue, VIP residences, and route charts designated for Prime Minister Narendra Modi and Union Home Minister Amit Shah. With SPG managing the inner security ring, Naya Raipur will remain under heavy restrictions throughout the event period.
Officials confirmed that several government buildings and the circuit house have been blocked for official use, while outer security layers will be managed by central forces, state police, and intelligence agencies. The IIM premises has been placed under 24x7 surveillance by IB and security agencies, leading the institution to declare holidays until December 1.
VIP Movements and Conference Details
According to security arrangements, only the vehicles of Prime Minister Modi, Union Home Minister Amit Shah, and Chief Minister Vishnu Deo Sai will be permitted inside the strictly controlled inner zone. For all other officers, buses have been arranged for transportation. Approximately 400 official vehicles have been reserved exclusively for conference duties.
The Speaker House in Naya Raipur will serve as the nerve center during the event, with sections M1 and M11 transforming into a temporary PMO for three days as Modi and Shah will be staying there. The region around Speaker House and IIM has already been taken over by SPG, and media presence has been completely barred from these areas.
Prime Minister Modi is scheduled to arrive on the evening of November 28 and will attend sessions on November 29 before departing on November 30 evening. Home Minister Shah will be present throughout the three-day session.
Massive Delegation and State's First Hosting
This marks the first time Chhattisgarh is hosting the national security DGP/IGP conference, representing significant recognition of the state's growing importance in internal security operations. The conference will see participation from nearly 550 senior officers, including State DGPs and IGs, chiefs of central armed police forces, and heads of investigative and intelligence agencies from 33 states and Union Territories.
While the conference belongs to the Union Ministry of Home Affairs, the Chhattisgarh government is responsible for all infrastructure, logistics, transport, and food arrangements. Delegations will begin arriving on November 26 and 27, where SP and ASP-rank officers will receive them at Raipur airport and escort them to designated accommodations.
The security apparatus has been scaled to unprecedented levels with five companies of state police and central forces mobilized for the event. ADG Dipanshu Kabra has been placed in charge of the Prime Minister's security coordination, supported by more than half a dozen IGs and DIGs. State intelligence chief Amit Kumar has been assigned overall supervision of the conference security.
Core discussions at the conference will focus on policing modernization, national security challenges, counter-terror strategies, community policing, forensic strengthening, and action-taken reports from all states. Dedicated sessions will also address security relations with China and Pakistan, radicalization, and Left-Wing Extremism.
The conference represents Prime Minister Modi's second visit to Chhattisgarh within a month, following his presence at the State Foundation Day celebrations on November 1, underscoring the state's strategic importance in national security planning.
