Tewari directed his questions to the Minister for Labour and Employment, seeking year-wise details of individuals registered with the Employment Exchange in Chandigarh over the past five years and the current year. He further inquired about the procedures through which registered candidates are employed in Chandigarh Administration Departments on temporary, contractual, and outsourced bases.
Specifically, the MP questioned whether the UT Administration has implemented any rule or order mandating that 20–25 per cent of outsourced recruitment be routed through the Employment Exchange. If such a rule exists, Tewari demanded comprehensive details to assess its enforcement and impact on local job opportunities.

In response to Tewari's queries, Minister of State for Labour and Employment Shobha Karandlaje provided limited information. She disclosed the number of persons registered with the Employment Exchange during the specified periods but failed to address the substantive issues raised by Tewari.
Regarding the query on outsourced recruitment rules, the minister simply stated that no such instructions exist, leaving Tewari's concerns about potential loopholes in the recruitment system largely unanswered.
