Lucknow: Uttar Pradesh energy minister Arvind Kumar Sharma has questioned the decision of Uttar Pradesh Power Corporation Ltd (UPPCL) to impose a 10% fuel and power purchase adjustment surcharge (FPPAS) in electricity bills for June 2026, stating that he was neither consulted nor informed in advance.
In a letter to the UPPCL chairman, Sharma said he learned about the decision through media reports, adding that it triggered negative publicity for the state government. A copy of the letter is with TOI, and its authenticity has been confirmed by the minister's office.
Referring to a UPPCL directive issued on May 29, Sharma asked why he was not consulted before such a significant decision was taken. "On such an important issue with wide-ranging impact, why was the minister's approval not taken? At the very least, would it not have been appropriate to inform me in advance?" he wrote. He also directed that such lapses should not recur and said his instructions should be treated as government directives.
Concerns Over Personnel Management
The minister also raised concerns over the handling of personnel matters in the power sector, referring to several earlier communications from his office. He said experienced and skilled employees were being removed and replaced with less experienced personnel, despite repeated objections.
Citing a complaint from Saharanpur division, Sharma mentioned the case of lineman Sundar Saini, who had reportedly worked for 15 years in Behat before being replaced by a newly appointed worker. He directed that the matter be probed and appropriate action taken. The minister said the larger concern was the alleged removal of "thousands of skilled workers" in what appeared to be a systematic exercise, warning that such developments could lead to serious technical, administrative and political challenges.
Summer Power Supply and Storm Damage
Referring to power supply during the summer, Sharma acknowledged the contribution of most employees but said some instances of negligence had caused embarrassment to the government. He directed that disciplinary action be taken against erring personnel and that transfers be effected during the ongoing transfer season. He also sought a detailed report.
The minister further flagged damage to power infrastructure caused by storms in May, particularly on May 28 and 29, and said efforts were made to convene a review meeting on May 30 to ensure quick restoration. However, he expressed displeasure that the UPPCL chairman was away from headquarters during the crisis, resulting in the meeting being held online.
Calling such conduct "against public interest and irresponsible," Sharma directed that he be informed in advance whenever the chairman leaves headquarters.
