The directive, communicated to all state governments, Union Territory administrations, and Central ministries, aims to ensure uniform compliance with existing orders.

The order was issued by Joint Secretary Arvind Khare on July 9, 2026. It references earlier amendments to the Foreign Contribution (Regulation) Rules, 2011, which were notified by the MHA on June 22 and came into immediate effect. The clarification specifically addresses the sequence when both pieces are performed at official events.

The MHA stated that whenever the national song and national anthem are both sung or played at government functions, Vande Mataram must be rendered first, followed by Jana Gana Mana. This is to standardize practices across all government events and avoid any confusion.
