Goa Assembly Sees Heated Debate Over Chimbel Unity Mall Project
The Goa Legislative Assembly witnessed intense arguments on Tuesday regarding the proposed Unity Mall project at Chimbel. Tourism Minister Rohan Khaunte strongly defended the initiative during discussions on a calling attention motion.
Minister Defends Project Vision
Tourism Minister Rohan Khaunte presented a firm defense of the Unity Mall project. He emphasized that the voices of a hundred people should not define the entire village's future. Many residents support this development because it promises to secure livelihoods for their children.
Khaunte explained that the Unity Mall represents a central government-funded initiative. Thirty-eight such malls already operate successfully across twenty-seven states. The Chimbel project aims to promote local handicrafts, textiles, and agricultural products while boosting tourism and strengthening the rural economy.
The minister assured the assembly that the project location sits well beyond the wetland's zone of influence. He promised enhancement rather than disturbance to the sensitive ecosystem.
Chief Minister's Development Vision
Chief Minister Pramod Sawant articulated his vision for "Viksit Chimbel" alongside the broader goals of Viksit Bharat and Viksit Goem. He highlighted the project's potential to deliver maximum benefits specifically to the Santa Cruz constituency and Chimbel village.
In a conciliatory move, Sawant offered to meet with protesters. He invited a delegation to his chamber on Wednesday for direct discussions.
Opposition Raises Environmental and Social Alarms
The calling attention motion came from Santa Cruz MLA Rodolfo Fernandes. It focused on proposed development around Toyyar Lake, an area renowned for its rich ecosystem and biodiversity. The motion sought clear explanations about protective measures for the wetland and addressed concerns from local residents, particularly the tribal community, regarding potential road widening and house demolitions.
Opposition members launched sharp criticisms of the government's approach. MLA Viresh Borkar pointed out the improper demarcation of the wetland's zone of influence. He warned that the project would negatively impact this eco-sensitive area.
Fatorda MLA Vijai Sardesai accused the government of insensitivity. He reminded the assembly about a previous IT park project at the same location that was scrapped due to public opposition. Sardesai questioned what had changed since then and why the government refused to engage with current protesters.
Strong Political Warnings Issued
Quepem MLA Altone D'Costa issued a stark political warning. He stated that people are protesting everywhere. If the government goes against public wishes, the BJP might not win even five seats in the 2027 assembly elections.
Leader of Opposition Yuri Alemao accused the government of failing the tribal community. He said the message from Chimbel protesters is clear—the state stands against the people. Alemao emphasized that tribals feel unheard, and government actions are forcing people onto the streets by attempting to damage the environment.
Assembly Proceedings Disrupted
Dissatisfied with the government's assurances, opposition members rushed to the well of the House in protest. This action led the speaker to adjourn the House for several minutes, highlighting the deep divisions over the project.
