The Rajya Sabha secretariat has formally issued a notice of breach of parliamentary privilege against Cuttack district collector Dattatraya Bhausaheb Shinde. This significant development directs the department of personnel and training to take appropriate action, stemming from serious allegations that BJD MP Debashish Samantaray was deliberately excluded from an official government program.

The secretariat's memorandum explicitly states that the matter has been referred for action "as deemed fit" by the concerned authorities. This notice was officially issued after Samantaray raised the issue on February 3, highlighting what he described as a deliberate omission of his name from the invitation list for the Parakram Diwas celebrations.
This important event was held at Netaji Subhas Chandra Bose's birthplace in Cuttack on January 23 and was attended by Vice-President C R Radhakrishnan. The MP strongly termed this exclusion as a serious breach of parliamentary privilege, arguing that it undermined the dignity and rights of elected representatives.

On February 5, the issue was formally raised before the Rajya Sabha chairman by Samantaray himself, supported by six other BJD MPs:

These parliamentarians collectively alleged that the district administration's failure to extend an invitation constituted a clear breach of parliamentary privilege. Speaking to TOI, Samantaray elaborated on the gravity of the situation: "Elected representatives are not mere invitees but constitutional stakeholders in government programs held in their constituencies. Denying an MP an official invitation undermines parliamentary privilege and the spirit of cooperative governance. Such offence must be treated with proper action."
He stressed that MPs play a crucial role as constitutional stakeholders, and their exclusion from official events represents a disregard for democratic norms and cooperative governance principles.
Administrative Silence and Ongoing Developments
Despite repeated attempts by media outlets to seek clarification, the collector, Dattatraya Bhausaheb Shinde, has not responded to calls or provided any statement regarding the allegations. This silence has only added to the controversy surrounding the incident.
