Vice President and Rajya Sabha Chairman C P Radhakrishnan delivered a powerful maiden address on Monday, marking the commencement of the Winter Session of Parliament. He appealed to all members to adhere to the constitutional framework and respect the 'Lakshman rekha' of parliamentary discourse.
A Call for Decorum and Constitutional Respect
Chairman Radhakrishnan, presiding over the Upper House for the first time in a session, emphasized the critical need for disciplined and productive proceedings. He highlighted that the Rajya Sabha has a substantial legislative agenda, making time a precious commodity for both members and the Chair. Drawing a parallel to sports, he stated that just as players respect referees, parliamentarians must respect the institutions and norms that govern democracy.
"The Constitution of India, along with the rulebook of the Rajya Sabha, determines the 'Lakshman rekha' for parliamentary discourse," he asserted during his 10-minute speech. He assured members of his commitment to protecting their rightful claims, but strictly within those established boundaries.
Focus on People's Aspirations and Social Justice
The Vice President reminded the House that the nation looks to them for mature deliberation on policies. He described it as their 'dharma' to work with commitment to fulfil the legitimate aspirations of the people. He pointed out that parliamentary mechanisms like Question Hour, Zero Hour, and Special Mentions are vital tools for members to raise public concerns.
Radhakrishnan called for the House's actions to reflect the hopes of every citizen—from farmers and workers to women, youth, and the poorest sections of society. He stressed the imperative to fulfil the constitutional commitment towards the social justice and economic empowerment of Scheduled Castes, Scheduled Tribes, Backward Classes, and other vulnerable groups.
A Humble Journey and a Legacy to Uphold
Reflecting on his own path, the Chairman spoke of his humble journey from Tiruppur to New Delhi, underscoring it as a testament to the power of Indian democracy. This journey, he noted, makes him deeply conscious of the duties and responsibilities of his high office.
He expressed gratitude for being elected Vice President and Chairman, acknowledging the distinguished legacy of his predecessors. Quoting the Tamil saint-poet Thiruvalluvar, he advised members to speak only words that are useful and meaningful. He concluded by urging members to act as exemplary leaders, upholding constitutional ideals to ensure every Indian feels secure, regardless of background.
