The Cavelossim gram sabha took a firm stand on Sunday. Villagers unanimously rejected the 2019 draft Coastal Zone Management Plan. They strongly objected to a proposed port in neighbouring Betul village.
Port Proposal Sparks Strong Opposition
Residents claim the Betul port lies directly opposite Cavelossim. They say it poses a serious threat to their livelihood and environment. The entire community expressed deep concern about potential damage.
History Repeats Itself
Cavelossim sarpanch Dixon Vaz addressed the gathering. He reminded everyone about a similar proposal from the Mormugao Port Authority. That plan was scrapped during the 2011 Coastal Zone Plan drafting. Sustained opposition from villagers forced its removal back then.
Now architects of the 2019 draft CZMP have reintroduced the port proposal. They completely ignored previous concerns raised by the community. This decision has angered local residents who fought this battle before.
Flawed Consultation Process
Vaz raised serious concerns about the consultation process. The Goa Coastal Zone Management Authority handled it poorly. The panchayat received information only on January 14 about a public hearing scheduled for January 20.
This left very little time to properly place the plan before villagers. Such short notice prevented thorough discussion and proper preparation. The community felt their voices were being deliberately sidelined.
Demand for Fresh Hearing
The gram sabha passed a clear resolution. They will demand a fresh public hearing with adequate notice. Villagers want proper time to study the plan and prepare their responses.
They insist on meaningful participation in decisions affecting their coastline. The community remains united against what they see as a threat to their way of life. Their determination to protect their environment remains strong.
