North Goa DDMA Announces Strict Stall Regulations for Upcoming Shirgao Devi Lairai Jatra
The North Goa District Disaster Management Authority (DDMA) has granted conditional permission for stall installations during the highly anticipated Devi Lairai jatra at Shirgao. This decision comes with comprehensive safety measures designed to prevent overcrowding and ensure smooth emergency access, following last year's tragic stampede incident.
Detailed Stall Size and Placement Regulations
In a significant move, the DDMA has mandated that on the first day of the jatra, stalls located opposite the homkhand area must be reduced in width from 6 meters to 5 meters. This reduction aims to create wider pedestrian pathways and reduce congestion in critical areas where large gatherings are expected.
Furthermore, the authority has ordered the relocation of 15 stalls originally proposed along the approach road to the parking area. These stalls must now be shifted back by 1.5 meters from the road edges to maintain clear and adequate access routes for emergency vehicles, including ambulances and fire trucks.

The stringent regulations are a direct response to the devastating stampede that occurred on May 3 last year during the Shirgao jatra. North Goa collector Ankit Yadav, who serves as the head of the DDMA, has issued a formal order emphasizing strict stall regulation for this year's jatra, which is scheduled to commence on April 21. Two-Phase Stall Erection Strategy
To effectively manage the expected high footfall during the religious event, collector Yadav has approved a two-phase stall erection strategy. This phased approach allows for better crowd control and logistical management throughout the jatra's duration.
On the second day of the event, stalls will only be permitted for erection in designated areas after 10:00 AM.
