The Gujarat government is preparing to implement a comprehensive policy aimed at addressing Ahmedabad's most persistent urban challenges, including traffic congestion, road safety deficiencies, encroachments, and the menace of stray cattle.
Policy Announcement Timeline
The announcement is expected shortly after the formation of the new elected body of the Ahmedabad Municipal Corporation (AMC), which is anticipated in the coming days. This initiative comes in response to the rapid increase in vehicle numbers and mounting pressure on public spaces.
Key Objectives and Framework
The policy aims to establish a uniform, city-wide framework that protects public streets from encroachment, prioritizes pedestrians and public transport, and ensures organized and enforceable parking management, according to government sources. A special committee, co-chaired by the municipal commissioner and police commissioner, will be constituted to serve as the apex body for policy coordination on all matters covered under the policy, as stated in the draft.
Five Focus Areas
Government sources indicated that the policy will concentrate on five major aspects: engineering, enforcement, encouragement, education, and evaluation. The special committee will meet at least once every two months to review the progress of implementation in Ahmedabad.
Major Interventions Planned
Among the key interventions are the redesign of key junctions to ease congestion, implementation of an adaptive traffic control system (ATCS) for real-time signal management, and development of select stretches as iconic roads. The plan also includes construction of railway overbridges at five crossings, maximization of parking infrastructure, and measures to encourage greater use of public transport.
Zero-Tolerance for Encroachments
A strong emphasis has been placed on reclaiming public spaces. The draft policy proposes a zero-tolerance approach to encroachments on roads, footpaths, service lanes, medians, and open spaces within AMC limits. Officials state that this measure aims to ensure citizens can use public infrastructure without obstruction.

The timing of the policy is significant, as Ahmedabad prepares to host major international sporting events, including the 2030 Commonwealth Games. Authorities believe the city will require a more efficient and disciplined urban mobility system to handle the expected surge in activity.
